6. Resolution - 04 -1080 - Approving the Memorandum of Agreement between the City and AFSCME

8. Resolution - 04 -1082 - Approving payment of $37,000 to Lawrence Clardy and
his attorney, Theresa Freeman, in full settlement of their claim against the City
of Saint Paul.
9. Resolution - 04 -1083 - Authorizing the Police Department to enter into a lease agreement with the Port
Authority to lease a portion of the Southport Industrial District for winter storage of motor vehicles
impounded for violation of parking ordinances.
10. Resolution - 04 -1084 - Approving expenditure of $55,000 from the Division of Marketing and
Promotion's Budget to support and sponsor Five Star Capital City New Year and the Saint Paul Winter
Village /Ice Rink.
11. Resolution - 04 -1085 - Authorizing a budget amendment for a Metropolitan Council Livable
Communities Act Grant in the amount of $200,000 for the University Dale Apartments Project, District
12. Resolution - 04 -1086 - Approving $65,000 of STAR Grant Funds for the University Dale Apartments
Project.
13. Resolution - 04 -1087 - Memorializing City Council action taken October 6, 2004 granting the

16. Resolution - 04 -1090 - Authorizing allocation of Federal Emergency Shelter Grant Program Funds to
various non - profit agencies for the purpose of assisting them in providing a wide range of services to
people who are homeless or at risk of becoming homeless.
17. Resolution - 04 -1091 - Memorializing City Council action taken October 6, 2004 granting the
application of Lander Group and Lander Associates for a Combined Plat creating three (3) multi - family
housing parcels at XXX 10th Street East (north quadrant site bounded by 9th, Jackson, 10th, and Sibley

18. Resolution - 04 -1092 - Memorializing City Council action taken June 23, 2004 granting the
application of the St. Paul Port Authority for a Final Plat at Westminster Junction Business Center
