D002173 Authorizing payment, not to exceed $50.00, to Citti Caffe for box lunches provided to
attendees of the Saint Paul Parks and Recreation Commission's Long Range Subcommittee
meeting held on June 10, 2002.
D002174 Amending the budget of the Community Development Block Grant Fund in the
Department of Planning and Economic Development in order for the Rice Recreation Center
project to be completed.

Operative Plasterers and Cement Masons International Association, Local 4633 for the 2002 Wage and

9. Resolution - 02 -638 - Authorizing a ballpark referendum on September 10, 2002, and establishing the
form of the ballpark referendum question.
10. Resolution - 02 -639 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for 652 Oakdale Avenue and 278 Sturgis Street.
11. Resolution - 02 -640 - Denying the application of Juan Puentes, Jr., dba Auto Repair Santiago, for an
auto repair garage license at 629 Jenks Avenue.
12. Resolution - 02 -641 - Denying the application of Juan J. Villanueva, dba Villa's Auto Mechanic, for
an auto repair garage license at 801 7th Street East.
13. Resolution - 02 -642 - Amending the spending and financing plans of the St. Clair /Cliff Street
Reconstruction project by transferring funding from the 2002 Major Sewer Repair projects and adding
Water Utility funding and adjusting the assessment funding.
14. Resolution - 02 -643 - Authorizing the Police Department to enter into an access agreement with the
State of Minnesota, Department of Public Safety, for access to the Minnesota Predatory Offender
Registration Database (POR).
15. Resolution - 02 -644 - Authorizing the proper City officials to accept and set up a financing and
spending plan for a grant of $50,000.00 from the Minnesota Twins Community Programs Fund for

16. Resolution - 02 -645 - Reducing the amount of an assessment for clean -up of a demolished building
at 1015 Sherburne Avenue.
17. Resolution - 02 -646 - Authorizing the transfer of ownership of the residential structures at 1078 -80
Iglehart Avenue and 1071 Marshall Avenue to the Housing and Redevelopment Authority.
18. Resolution - 02 -647 - Accepting grants from the Department of Trade and Economic Development
and the Metropolitan Council for the remediation of the US Bank/North Storm Sewer.
19. Preliminary Order - 02 -648 - In the matter of construction of sidewalk repairs and /or repair of
sanitary sewer, storm sewer and /or water service connections, if requested by the property owner, in
conjunction with the Kennard /Lacrosse Area Street Paving and Lighting project, and setting date of

regarding the request to transfer control of the cable franchise from AT &T Broadband to AT &T

25. Report by the Administration on a written policy regarding the use of billboard advertising by City
departments. (Report requested in Council File 02 -296)
26. Update from the Administration on the status of the e- governance project and the Stellant
Technologies proposal. (Update requested by the City Council on July 10.)

27. Final Adoption - 02 -552 - An ordinance amending the interim ordinance adopted November 20,
2000, in Council File No. 01 -648, which imposed a moratorium on the use of property in the area
presently under study for the Arcade Street Area Study pending completion of the study and any
possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give
effect to the study. (846 -898 Arcade Street)
28. Final Adoption - 02 -570 - An ordinance establishing a new height limit for boulevard plantings of 36
inches, except for plantings within fifteen feet of any intersection or within five feet of any alley,
driveway approach or public utility fixture where plantings may not exceed the current height
requirement of twelve inches in height. (Substitute introduced on June 26)
29. Third Reading - 02 -613 - An ordinance memorializing City Council action approving the application
of the Housing and Redevelopment Authority to rezone property from RT -2 to P -1 to develop a parking
lot at 615, 617, 621 & 623 York Avenue (north side between Payne Avenue and Edgerton Street).
