7. Resolution - 02 -532 - Approving the Memorandum of Agreement between the City of Saint Paul and
the International Union of Painters and Allied Trades District Council 82 for the 2002 Wage and Fringe

8. Resolution - 02 -533 - Concerning adverse action against the licenses held by AJS, Inc., dba Brown
Derby Lounge, 567 Stryker Avenue.
9. Resolution - 02 -534 - Appointing outside counsel, Jardine Logan & O'Brien, for Saint Paul Police
Officer Vincent Martin in the case of Devonsha Burrell Thompson vs. the City of Saint Paul, et al.
10. Resolution - 02 -535 - Accepting grant funds from the federal government and amending the City's
2002 budget for the reimbursement of expenses relating to City staffs participation in the Metropolitan
Government and Civic Participation Conference in Guadalajara, Mexico on June 18 -22, 2002.
11. Resolution - 02 -536 - Authorizing the proper City officials to execute an agreement for construction
of the Landmark Plaza Park, streets, sidewalks and placement of the Schultz Memorial in the Park.
12. Resolution - 02 -537 - Authorizing the proper City officials to enter in an amended agreement with
River Boats, Inc. regarding the floating restaurant on Harriet Island.
13. Resolution - 02 -538 - Affirming that the Arlington- Arkwright Off -Leash Dog Area has successfully
passed its probationary period and conferring permanent status on said facility.
14. Resolution - 02 -539 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property at 963 Seventh Street West, 424 Smith Avenue North, 658 Cretin
Avenue, 586 Holly Avenue, 284 Stinson Street, 1139 Charles Avenue, and 484 Temperance Street.
15. Resolution - 02 -540 - Approving the decision of the Legislative Hearing Officer on the Property
Code Enforcement Appeal for 542 Lincoln Avenue.
16. Resolution - 02 -541 - Authorizing the Police Department to enter into an agreement with Youth
Express, a non -profit organization, whereby Youth Express can receive abandoned property which can
be re- tooled and sold for their purposes.
17. Resolution - 02 -542 - Establishing a 2002 financing and spending plan for an underage compliance
check program grant awarded from the Minnesota Department of Public Safety to the Police Department
for the period of July 1, 2001, through May 31, 2002.
18. Resolution - 02 -543 - Authorizing the Department of Fire and Safety Services to accept a donation

of $3,000.00 from the Order of Fire and Brimstone to purchase cold water rescue suits and establishing a

19. Resolution Approving Assessment - 02 -544 - In the matter of the assessment of benefits, cost and
expenses for the construction of the Hill Street Plaza project and setting date of public hearing for
August 28, 2002.
20. Resolution Approving Assessment - 02 -545 - In the matter of the assessment of benefits, cost and
expenses for construction of traffic related improvements as required by the Environmental Assessment
Worksheet for the US Bank Office development at the northwest corner of Robert Street and Fillmore
Street, and setting date of public hearing for August 7, 2002.
21. Resolution Approving Assessment - 02 -546 - In the matter of the assessment of benefits, cost and
expenses for summary abatements (property clean -up) for part of May, 2002, (J0204A), board -up of
vacant buildings for April, 2002, (J0204B), towing abandoned vehicles from private property for
February and March, 2002, (J0203V), summary abatement (snow /ice removal and /or sanding of walks)
for January, 2002, (J02SNOW3), and setting date of public hearing for August 28, 2002.

22. Resolution - 02 -470 - Concerning adverse action against the City Contractor license held by SS
Contractors, Inc., 1360 University Avenue West. (Laid over from June 5)
23. Resolution - 02 -547 - Granting a sound level variance to Wild Firewater, LLC, dba Wild Tymes
(John McDonough, Owner), 33 West 7th Place, on June 28 and July 6, 2002, from 8:00 p.m. to
midnight. (Public hearing was held May 22, 2002)
24. Resolution - 02 -548 - Approving funding for Cycle 8 (2002) of the Cultural STAR Program.

26. First Reading - 02 -550 - An ordinance memorializing City Council action approving the application,
