9. Resolution - 02 -1195 - Approving the application of Belloc Boy, Inc., dba Nina's Coffee Cafe, 165
Western Avenue North. (Legislative Hearing Officer recommends approval with conditions)
10. Resolution - 02 -1196 - Accepting contributed funds from Lowertown Redevelopment Corporation to
offset the cost of the "Cultural Assets Inventory."
11. Resolution - 02 -1197 - Authorizing the proper City officials to pay amounts, not to exceed $224.00,
from the existing Marketing and Promotions budget to AT &T Broadband to cover the cost of intranet
services used by Ton Up Film Corporation.
12. Resolution - 02 -1198 - Approving a contract between the City and State authorizing the State's use
of the Fiber Institutional Network in exchange for fees, equipments, and additional fiber to the Benz
Building.
13. Resolution - 02 -1199 - Establishing a trust for health care payments as allowed by the IRS and
contracting with ICMA Retirement Corporation to administer the trust.
14. Resolution - 02 -1200 - Amending Council File 01 -929 to include language that an approved leave of
absence during a previous 12 -month period shall not negatively affect the City share contribution.
15. Resolution - 02 -1201 - Establishing a change in the rate of pay for the classification of Legal Clerk -
Typist from Grade 24 to Grade 27 of the AFSCME Clerical bargaining Unit 01 salary ranges.
16. Resolution - 02 -1202 - Amending the spending and financing plans of the Wyoming /Concord
Sanitary Sewer by transferring funding from the 2001 Major Sewer Repair program.
17. Resolution - 02 -1203 - Amending the project budget in the Division of Parks and Recreation to
include a Federal ISTEA (TEA -21) grant for the Como Bikeway Project.
18. Resolution - 02 -1204 - Indemnifying the State of Minnesota, its officers and employees from any
and all liability or damages resulting from any activities lawfully undertaken with the deer removal
program in District 15.
19. Resolution - 02 -1205 - Approving disbursement of Youth Program Funds in the amount of $18,498

20. Resolution - 02 -1206 - Amending Council File 00 -436, adopted May 3, 2000, to provide alley access
to one of the abutting property owners.
21. Resolution - 02 -1207 - Approving and authorizing execution of a Memorandum of Understanding
with Allina Health System, the Children's Hospital, and the Housing and Redevelopment Authority of
the City of Saint Paul regarding construction and operation of the Smith Avenue Transit Center and the
future development of the United /Children's campus.
22. Resolution - 02 -1208 - Authorizing the proper City officials to enter into a Joint Powers Agreement
with the State of Minnesota (MNDOT) for additional design services by City staff for the Arcade Street
Bridge.
23. Resolution - 02 -1209 - Authorizing the Police Department to accept a Juvenile Accountability
Incentive Block Grant for a Youth Achievers Program and authorizing the City to enter into, and Chief
William Finney to implement, an agreement with the Minnesota Department of Economic Security,
Workforce Services Branch.
24. Resolution - 02 -1210 - Waiving the 45 -day notice requirement for issuance of On -Sale Liquor and
Sunday On -Sale licenses for Mobandi, Inc., dba Vannelli's Rice Street Rec., 1411 Rice Street.
25. Resolution - 02 -1211 - Amending the 2002 budget in the Office of License, Inspections and
Environmental Protection Special Fund 320 for inspection of elevators.
26. Resolution - 02 -1212 - Amending the 2002 spending and financing plans in the Office of License,
Inspections and Environmental Protection General Fund Activity 00177, Animal Control, to
reappropriate funds received from insurance and from the sale of a totaled vehicle.
27. Resolution - 02 -1213 - Amending the 2002 spending and finance plans in the Office of License,
Inspections and Environmental Protection Special Fund 320 to reappropriate funds received from
Ramsey County.
28. Resolution - 02 -1214 - Amending the 2002 spending and finance plans in the Office of License,
Inspections and Environmental Protection Special Fund 320 to reappropriate funds from a scholarship
reimbursement to the proper expenditure codes.
29. Resolution - 02 -1215 - Approving the appointment of Gina LaForce, by Mayor Kelly, as Library

2001, which imposed a moratorium on the use of property in the area presently under study for the
Arcade Street Area Study pending completion of the study and any possible amendments to the City's
Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study.
31. Second Reading - 02 -1187 - An interim ordinance adopted pursuant to Minnesota Statute 462.355,
