2508 (Clerical) and AFSCME Local 1842 (Technical) to extend the 1998 Memorandum of Agreement
for those employees of the Division of Information Services (IS), Saint Paul Regional Water Services,
and Public Health whose positions have been allocated to IS Job Family classifications designated as
represented by AFSCME Locals 2508 and 1842. (To be laid over one week for adoption)
8. Resolution - 02 -44 - Approving the reappointment of Margaret Paradise, by Mayor Kelly, to the Civil
Service Commission.
9. Resolution - 02 -45 - Approving funding of $375,000 from funds available in the Department of
Planning and Economic Development for pending projects for Wabasha Court Demolition Project.
10. Resolution - 02 -46 - Authorizing the Office of Financial Services, Treasury Section, to initiate all
necessary action leading to the issuance of City General Obligation Capital Improvement Bonds.
11. Resolution - 02 -47 - Approving the 2002 City of Saint Paul legislative initiatives.
12. Resolution - 02 -48 - Approving the proposed items of support brought forward by outside groups
and organizations for the City of Saint Paul's 2002 legislative agenda.
13. Resolution - 02 -49 - Approving legislative support items with respect to the Association of
Metropolitan Municipalities' 2002 Policies and Legislative Proposals and requesting that these issues be
addressed by the Legislature during the 2002 Session.
14. Resolution - 02 -50 - Approving legislative support items with respect to the League of Minnesota
Cities 2002 City Policies for Legislative and Administrative Action and requesting that these issues be
addressed by the Legislature during the 2002 Session.
15. Resolution - 02 -51 - Approving allocation of Federal Emergency Shelter Grant Program funds to
various non -profit agencies for the purpose of assisting them in providing a wide range of services to
people who are "homeless" or "at risk of becoming homeless."
16. Resolution - 02 -52 - Authorizing the proper City officials to execute the "Revised and Restated Joint
Powers Agreement Establishing a Watershed Management Organization for the Lower Mississippi
River Watershed."
17. Resolution - 02 -53 - Authorizing the Police Department to enter into an agreement with the United
States Department of Justice, Federal Bureau of Investigations, for their participation in the Organized
Crime Drug Enforcement Task Force.
18. Resolution - 02 -54 - Authorizing a budget amendment allowing the Division of Parks and
Recreation to accept $47,800 in funding from the Public Housing Agency Drug Elimination Program for
use in providing youth activities at McDonough Recreation Center in 2002.

19. Second Reading - 02 -42 - An ordinance amending interim ordinance adopted in Council File 00-
1117 establishing a moratorium on the issuance of building and zoning permits necessary to establish or
otherwise enlarge methadone outpatient treatment services pending completion of a study and any
possible amendments to the City's Comprehensive Plan or Zoning Ordinance deemed necessary to give
effect to the study.
20. First Reading - 02 -55 - An ordinance Amending Chapter 86 of the Saint Paul Administrative Code
to raise the limit of Board of Water Commissioners small purchase amount from $1,500 to $2,500.
