United Association Pipefitters Local Union No. 455 for the 2001 Wage and Fringe adjustment. (To be

13. Resolution - 01 -484 - Approving payment of $20,000.00 to Patrick Lyttle in full settlement of his
claim against the City of Saint Paul.
14. Resolution - 01 -485 - Accepting the Planning Commission's zoning study, per the Council's request in
Council File 00 -13, entitled: Study oflssues Related to the Definition and Regulation of Gun Shops in the
City of Saint Paul
15. Resolution - 01 -486 - Indemnifying and holding Macalester College harmless for the Division of
Parks and Recreation to use their athletic track for the period of April 1 through August 1, 2001, from
7:00 - 9:00 p.m.
16. Resolution - 01 -487 - Authorizing the City to enter into a delegation agreement with the Minnesota
Department of Agriculture to exclusively license and inspect retail food handlers (grocery and
convenience stores), vending machines and food establishments.

17. Resolution - 01 -488 - Agreeing to defend, indemnify, and hold harmless the 1930 E.P.D. Corporation
for the City's use of their vacant parking lot at 1930 Energy Park Drive for parking for Saint Paul Saints
home games and stadium events in 2001.
18. Resolution - 01 -489 - Granting approval for restructuring the STAR loan to the Minnesota Business
Academy to defer payments for a year, accrue interest, and amortize the loan on the original schedule.
19. Resolution - 01 -490 - Authorizing the Police Department to accept a grant from the State of
Minnesota, State Patrol Division, and establish a 2001 spending and financing plan for the grant.
20. Resolution - 01 -491 - Establishing a 2001 spending and financing plan in the Police Department for
the Minnesota Join Together grant.
21. Resolution - 01 -492 - Amending the 2001 budget by transferring $25,000 for payment of
administrative costs of the Flexible Spending Account for medical expenditures.
22. Resolution - 01 -493 - Committing $10,000 in City Council Special Project funds to cover the costs of
the Pedestrian Safety Summit for May 16 -19, 2001.
23. Resolution - 01 -494 - Concerning adverse action against the licenses held by Metro Bar & Grill, Inc.,
dba Arnellia's, 1183 University Avenue, following the appeal of the licensee and the decision of the
Minnesota Court of Appeals.

30. Second Reading - 01 -481 - An ordinance amending Interim Ordinance 00 -1043, adopted November
22, 2000, which imposed a moratorium on the use of property in the area presently under study for the
White Bear Avenue Area Study pending completion of the study and any possible amendments to the
City's Comprehensive Plan or Zoning Ordinance deemed necessary to give effect to the study.
