7. Administrative Orders:
D001903 Authorizing the Department of Technology and Management Services to expend $2,5000 to
purchase notepad holders and calculators for various departments to use to recognize employees for
public service they provide.
D001904 Authorizing the Division of Parks and Recreation to expend $350.00 to purchase gifts for the
delegation from Nagasaki who will participate in the Como Park Lantern Lighting Festival 2000.
8. Resolution - 00 -733 - Approving the Memorandum of Agreement between the City of Saint Paul and
the Bricklayers and Allied Craftworkers Local No. 1 of Minnesota for the 2000 Wage and Fringe
Adjustments. (Laid over from August 16 for adoption)
9. Resolution - 00 -734 - Approving the May 1, 2000, through December 31, 2002, Collective
Bargaining Agreement between the City of Saint Paul and the Tri- Council Local 120, Local 49 and
Local 132. (Laid over from August 16 for adoption)
10. Resolution - 00 -751 - Approving the appointment of Thomas Macy, by Mayor Coleman, to the City -
County Workforce Investment Board (WIB)
11. Resolution - 00 -752 - Approving the appointment of Richard Beeson, Jr., by Mayor Coleman, to the
Saint Paul RiverCentre Authority.
12. Resolution - 00 -753 - Staying the suspension of licenses held by Metro Bar & Grill, Inc., dba
Arnellia's, 1183 University Avenue, as ordered by the Minnesota Court of Appeals, pending the
licensee's appeal.
13. Resolution - 00 -754 - Removing a condition on Green Mill Inn, Inc.'s, dba Green Mill Brewing Co.,
57 Hamline Avenue, intoxicating liquor license.
14. Resolution - 00 -755 - Memorializing City Council action taken June 28, 2000, denying the appeal by
Nationwide Group from a decision of the Planning Commission denying site plan approval for property
located east of Case Avenue between Agate Street and I -35E.
15. Resolution - 00 -756 - Authorizing the Saint Paul Police Department to enter into an agreement with
Ramsey County for an East Metro - Ramsey /St. Paul Task Force for the period January 1, 2000 through
December 31, 2000.
16. Resolution - 00 -757 - Amending the Battle Creek Recreation Center Site Development Budget for
construction of the parking lot.

19. Resolution - 00 -760 - Setting date of public hearing for October 4, 2000, for ratification of 2000
Street /Alley Maintenance Service Charge to be assessed against benefitted property.
20. Resolution - 00 -761 - Setting date of public hearing for November 15, 2000, for proposal of 2001
Street /Alley Maintenance Service Charge to be assessed against benefitted property.
21. Resolution - 00 -762 - Approving amendment to Trunk Highway Routine Maintenance Agreement
No. 78299 (effective July 1, 1999 through June 30, 2001) between the City of Saint Paul and the State of
Minnesota Department of Transportation.

22. Resolution - 00 -763 - Accepting the offer of the Minnesota Public Facilities Authority (PFA) to
purchase an $8,965,000 General Obligation Sewer Revenue Note of 2000, providing for its issuance and
authorizing execution of a project loan agreement.
23. Communication from Mayor Coleman announcing his veto of Council Resolution 00 -598, adopted
July 12, 2000, memorializing City Council action taken May 10, 2000, granting the appeal of Neighbors
Opposed to Victoria Plaza, Inc., Summit Hill Association, and East Mall Association to a decision of the
Planning Commission approving the site plan for a commercial development and parking ramp at 864
Grand Avenue. (Previously discussed on August 2, 2000)
ORDINANCES
24. Final Adoption - 00 -685 - An ordinance amending Council File 97 -1568, an interim ordinance
preserving the status quo with respect to advertising signs, to permit advertising signs at the new hockey
arena.
25. Final Adoption - 00 -686 - An ordinance amending Saint Paul Legislative Code Chapter 66, Section
66.103.A, pertaining to the definition of advertising signs and adding new language to Section 66.214 to
permit and regulate advertising signs at sports facilities.
26. Second Reading - 00 -737 - An ordinance memorializing the decision of the City Council on July 12,
2000, granting the application of Jaunae and David Brooks to rezone property at 1528 Grand Avenue,
from RM -2 to OS -1 to allow an office use. (Laid over from August 16)
27. Second Reading - 00 -749 - An ordinance amending Saint Paul Legislative Code Section 33.04 by
inserting the 50% reduction of all housing related permits as part of an extension of a pilot program to
increase housing in Saint Paul.

30. Resolution - 00 -766- Concerning adverse action against the Cigarette /Tobacco License held by Twin

31. Resolution - 00 -767 - Approving the application of Claudia Delgado, Garza & Sanchez Rodeo
Productions, for a sound level variance to allow amplified sound music equipment during their rodeo on
September 3, 2000, from 1:00 p.m. to 7:00 p.m. at Robert and Fillmore Streets.
32. Resolution - 00 -768 - Approving the vacation of an alley for landscaping purposes by homeowners
Scott and Chelsea Allan for property at that part of the north -south alley in Block 4, Holterhoff and
Mead's addition to the City of St. Paul, lying south of the easterly extension of the north line of Lot 6,
and north of the easterly extension of the south line of Lot 7, all in said Block 4. (File No. 7 -2000)
33. Resolution - 00 -769 - Approving the vacation of a portion of East Fifth Street lying between the east
line of Clarence Street and the northerly extension of the east line of Lot 9 Hamer's Subdivision, for the
purpose of extending current development construction for new housing by Dennis Guptil (Vacation
412- 2000).
34. Resolution - 00 -770 - Ordering the owner to remove or repair the building at 1317 Arkwright Street
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
granting the owner 180 days to complete rehabilitation of the property provided a $2,000 bond is
posted by noon on August 23, 2000)
35. Resolution - 00 -771 - Ordering the owner to remove or repair the building at 104 Litchfield Street
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
