4. Administrative Order :
D001890 Authorizing the Department of Fire and Safety Services to pay $4,000.00 for costs
incurred to hold a "Domestic Preparedness" Chemical Incident Tabletop Exercise on June 9, 2000,
designed for federal, state and local response agencies.
5. Resolution - 00 -560 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property located at 1445 Ashland Avenue, 1411 Raymond Avenue, 1115 York
Avenue, 850 Sims Avenue, 783 Sixth Street East, 1213 Pigs Eye Lake Road, and 653 York Avenue.
6. Resolution - 00 -561 - Allowing the Police Department to accept a Juvenile Auto Theft Grant from the
Minnesota Auto Theft Prevention Board and authorizing the Police Department to enter into an
agreement with the Minnesota Auto Theft Prevention Board.
7. Resolution - 00 -562 - Increasing the Mayor's Office 2000 budget by $25,000 to account for expenses
and receipts for the Census 2000 project.
8. Resolution - 00 -563 - Amending the project budget in the Division of Parks and Recreation to include
additional Federal ISTEA grant funding for Como Park Streetcar Station Renovation.
9. Resolution - 00 -564 - Placing a deed restriction on Dayton's Bluff Recreation Center for the Division
of Parks and Recreation in order to comply with a grant applied for from the Department of Children,
Families and Learning for improvements.
10. Resolution - 00 -565 - Allowing the proper City Officials to sign an agreement between MnDOT and
the City of Saint Paul concerning the Kellogg Boulevard Streetscape Project.
11. Resolution - 00 -566 - Concurring with the Board of Water Commissioners' surplus declaration of fee
title to a 6 -foot wide strip of land within the Vadnais Conduit right -of -way south of Little Canada Road
in the City of Little Canada.
12. Resolution - 00 -567 - Approving a lease agreement between the City of Saint Paul, the Board of
Water Commissioners and Metricom, Inc. allowing the installation and operation of a wireless internet
system at the Cottage Avenue Standpipe site in Saint Paul.
13. Resolution - 00 -568 - Memorializing City Council action taken April 5, 2000, granting the appeal of
David Wildmo (Glockenspiel Restaurant) to a decision of the Heritage Preservation Commission
concerning placement of internally illuminated signage on the C.S.P.S. building at 605 West Seventh
Street.
14. Resolution - 00 -569 - Approving Laws 2000, chapter 461, article 7, sections 1 and 5 relating to
public pension coverage exclusion for certain trades personnel.

15. Resolution - 00 -271 - Ordering the owner to remove or repair the building at 783 Como Avenue
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends granting
the owner six months to complete rehabilitation of the property provided a $2,000.00 bond is posted by
noon on June 14, 2000. (Laid over from March 22)

16. Resolution - 00 -393 - Revoking the provisional operator license for a taxicab driver issued to
Awalchew Cherto for failure to enroll in the taxicab driver training course. (Laid over from April 26)
17. Report from the Mayor and his administration on implementing a program to provide technology
training for Saint Paul residents to establish a base of "Human Capital" for business. (Report requested
by Council May 3, 2000; C.F. 00 -429)
18. Resolution - 00 -547- Approving a Management Agreement for RiverCentre with Saint Paul Arena
Company, LLC. (Laid over from June 7)
19. Resolution - 00 -570 - Accepting the Council Research report entitled "A Study of Police Employee
Survey Issues, Phase IL Departmental Issues."
ORDINANCES
20. Second Reading - 00 -548 - An ordinance amending Chapter 19 of the Saint Paul Legislative Code to
allow inspectors of the Board of Water Commissioners to issue summonses.
21. Second Reading - 00 -549 - An ordinance amending Chapter 90 of the Saint Paul Legislative Code
pertaining to the use of fire hydrants by public agencies.
22. Second Reading - 00 -550 - An ordinance to regulate newsracks that are located within public rights -
of -way. (Substitute introduced June 7)
23. First Reading - 00 -571 - An ordinance amending Chapter 166 of the Saint Paul Legislative Code by
revising the residential street permit parking district in the University of Minnesota Farm Campus
Neighborhood and which provides for the orderly administration of the district.
24. First Reading - 00 -572 - An ordinance amending Chapter 166.10 of the Saint Paul Legislative Code
by changing the residential street permit parking district in the Irvine Park Neighborhood from Two
Hour Parking, 8AM -8PM Monday- Friday, Except by Permit, Area 13 to No Parking Except by Permit,
Except Holidays, Area 13.
25. First Reading - 00 -573 - An ordinance to clarify the imposition of penalties for violation of the Saint
Paul Legislative Code.
26. First Reading - 00 -574 - An ordinance to clarify and supplement taxi driver's license requirements.
