public hearing before the City Council on May 10, 2000, to consider the appeal of Neighbors Opposed
to Victoria Plaza, Summit Hill Association, and East Associates to a decision of the Planning
Commission approving the site plan for a commercial development and parking ramp at 864 Grand
Avenue.

D001879 Authorizing payment, not to exceed $12,000.00, to Buckingham Bee Tea Room for expenses
arising from special revenue generating events at Como Park Conservatory during 2000.
D001880 Authorizing payment, not to exceed $50.00, for coffee and cookies for Arbor Day Poster
judging by volunteers on April 5, 2000, at Como Golf Clubhouse
D001881 Approving continuation of the space -use agreement between the West Seventh Community
Center, Inc. and the Libraries through December 31, 2000.
D001882 Authorizing payment by Marketing & Promotions for activities related to implementation of
the year 2000 marketing plan.
8. Resolution - 00 -359 - Authorizing payment of $13,313.83 to Warning Liies of Minnesota, Inc. in full
settlement of their claim against the City of Saint Paul.
9. Resolution - 00 -360 - Authorizing the proper City officials to execute the Settlement Agreement and
Release and to pay the Minnesota State High School League in full settlement of its claim against the
City of Saint Paul.
10. Resolution - 00 -361- Authorizing the Division of Parks and Recreation to enter into an agreement
with Dayton's Energy Park to use part of their parking lot area for parking for Saint Paul Saints Baseball
home games and stadium events, and to defend, indemnity and hold harmless Dayton's for the use of
their lot.
11. Resolution - 00 -362 - Requesting Ramsey County to pass through funds the County currently spends
to support the Ramsey County Recycling Center to cities in the County's SCORE contracts.
12. Resolution - 00 -363 - Releasing easements in part of vacated Bradford Street and in part of the alley
in Block 83, St. Anthony Park.
13. Resolution - 00 -364- Authorizing Application for the Tax Base Revitalization Account.
14. Resolution - 00 -365 - Authorizing the City's support of Centex to apply for Department of Trade and
Economic Development contamination clean up programs and Metropolitan Council's hazards on the
Upper Landing site.
15. Resolution - 00 -366 - Authorizing the City to receive and expend Metropolitan Council grant funds
for two Saint Paul projects: the North Quadrant Urban Village ($960,000) and the Urban Village Zoning
study ($50,000).
16. Resolution - 00 -367 - Authorizing purchase of the property at 400 North Dale Street and Addendum
IV to lease Agreement FMS /25 with Ramsey Action Programs to add the property to the leased
premises with the lessee providing the down payment and making mortgage payments and reimbursing

half of the demolition costs.
17. Resolution - 00 -368 - Finalizing City Council action taken February 23, 2000, approving the
application of Dennis Guptil for a preliminary and final plat for Fifth Street Commons along Fifth Street
between Clarence Street and just east of vacated Etna Street.
18. Resolution - 00 -369 - Finalizing City Council action taken February 23, 2000, approving the
application of Ms. Lynn Hass for a subdivision review to create five residential lots and two outlots on a
combined plat on the southwest corner of A Street and White Bear Avenue.
19. Resolution - 00 -370 - Authorizing the Police Department to accept an $800.00 Operation Nightcap
Grant from the Minnesota Department of Public Safety for traffic enforcement on March 17, 2000.
20. Resolution - 00 -371 - Authorizing the Police Department to establish a spending and financing plan
for police services provided for the Payne /Arcade Business District Overtime Beat Project from May 1,
2000, through August 31, 2000.
21. Resolution - 00 -372 - Authorizing the Police Department to establish a spending and financing plan
for police services provided at the East Consolidated Weed and Seed program site from March 1, 2000,
through October 31, 2000.
22. Resolution - 00 -373 - Establishing a 2000 budget for remaining grant funds from the Juvenile
Accountability Incentive Block Grant awarded to the Police Department from January 1, 1999 through
September 30, 2000.
FOR DISCUSSION
23. Twelve months update by Vince Gillespie, Division of Parks and Recreation, on a Completed Work
Plan addressing the recommendations in the Performance Audit. (Requested by the Council on October

ORDINANCES
24. Final Adoption - 00 -268 - An ordinance amending Chapters 116 and 135 of the Saint Paul
Legislative Code to provide for regulation of the public right -of -way.

25. Final Adoption - 00 -269 - An ordinance to repeal existing Chapter 431 of the Saint Paul Legislative
Code which provided for the granting of franchises to telecommunications companies.
26. Second Reading - 00 -357 - An ordinance amending Sections 73.03 and 73.04 of the Saint Paul
Legislative Code relating to the membership of the Heritage Preservation Commission.
27. First Reading - 00 -374 - An ordinance amending Chapter 170 of the Saint Paul Legislative Code to
permit dogs to be unrestrained in posted off -leash dog areas of the Saint Paul park system.
28. First Reading - 00 -375 - An ordinance amending Chapter 200 of the Saint Paul Legislative Code to
permit dogs to be in posted off -leash dog areas without restraints.
29. Final Order - 00 -283 - In the matter of improving the alley in Block 1, Lane's Manor and Block 1,
