Resolution - 00 -228 - Approving application for Auto Repair Garage, Second Hand Dealer -Motor Vehicles, and Motor Vehicle Dealer -New Licenses by Mid - America Emergency Vehicles, dba Road Rescue Emergency Vehicles, 1133 Rankin Street. 16. Resolution - 00 -229 - Approving change in the Brewery Neighborhood Project budget. 17. Resolution - 00 -230 - Authorizing the proper City officials to submit applications to the Ramsey County Soccer Partners Program for $100,000 in grant funding ($50,000 for each of two applications) for construction of a new dedicated soccer field at Arlington Arkwright Park and a new dedicated soccer field at McMurray Field Facility. 18. Resolution - 00 -231 - Authorizing the proper City officials to enter into the necessary agreements to accept and expend $47,800 in funding from a Housing and Urban Development grant to the Saint Paul Public Housing Agency Drug Elimination Program and made available to the Division of Parks and Recreation for youth programming and teen council activities at McDonough Recreation Center. 19. Resolution - 00 -232 - Approving the use of assessment financing for installation of a fire protection (sprinkler) system for 867 Pierce Butler Route (Frogtown Action Alliance). 20. Resolution - 00 -233 - Authorizing the Director of the Department of Public Works to request a variance to Municipal State Aid Rule 8820.9936 for the widening and reconstruction of Maryland Avenue between Weide Street and Mendota Street and to hold the State harmless for granting of the variance. 21. Resolution - 00 -234 - Accepting charitable gambling proceeds from the Minnesota Fraternal Order of Police (Lodge 41) in the amount of $3,000 for training for the St. Paul Police Honor Guard Unit. 22. Resolution - 00 -235 - Endorsing and requesting passage of Minnesota Senate File 3452 which appropriates $1,000,000 to continue necessary and vital planning and preliminary design efforts already undertaken by the RiverCentre Authority, Saint Paul Convention and Visitors Bureau, and the Ordway Center for the Performing Arts regarding the redevelopment, use, management and funding of the Roy Wilkins Auditorium. 23. Resolution Approving Assessment - 00 -236 - In the matter of benefits, costs and expenses for the reconstruction of sidewalk on the west side of Waterloo Street from East Curtice Street to East Belvidere Street, and setting date of public hearing for April 5, 2000. Final Adoption - 00 -147 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to rezone property at 1956 Feronia Avenue from RM -2 (multifamily) to OS -1 (office service) to allow mixed use residential and office services. 29. Final Adoption - 00 -152 - An ordinance preserving the status quo with respect to the use of property within the City of Saint Paul pending the completion of studies of possible amendments to Saint Paul Legislative Code!� /z60.207.G and 60.614(12) relating to gun shops. 30. Second Reading - 00 -219 - An ordinance amending C.F. 99 -1063, which had been enacted pursuant to Minnesota Statutes !� 1 /2 462.355, Subd. 4 and which pertained to possible amendments to city zoning regulations relating to trucking facilities, by adding new language which extends its expiration date to coincide with the effective date of new regulations adopted in Council File 00 -130. 31. First Reading - 00 -237 - An ordinance amending Section 310.19 of the Saint Paul Legislative Code; modifying the investigation services required from a security agency to be selected and contracted with the City of Saint Paul to provide alcohol awareness training to liquor - licensed establishments in order to receive a 7% discount on the liquor license fee. PUBLIC HEARINGS (public hearings will begin at 5:30 p.m.) 32. Third Reading - 00 -164 - An ordinance amending Chapter 157 of the Saint Paul Legislative Code; redefining a commercial vehicle. 33. Third Reading - 00 -165 - An ordinance amending Section 45.03 of the Saint Paul Legislative Code; including certain types of vehicles as nuisances. 34. Resolution - 00 -238 - Granting Gabe's By The Park a sound level variance for amplified music and sound equipment for three St. Patrick's Day tent events from 4:00 p.m. to 12:00 midnight on March 17 & 18, 2000, and from 12:00 noon to 6:00 p.m. on March 19, 2000; and for two Halloween tent events from 4:00 p.m. to 12:00 midnight on October 27 & 28, 2000. 35.
