D001844 Amending the financing and spending plan of the Chestnut Street Powerline Burial project by
transferring $25,000 CIB funding from the 2000 Shepard Road project.
D001845 Revising the 1999 General Fund Budget in the Division of Libraries.
D001846 Reallocating budget from the STAR -PED Program for Neighborhood Projects to REDA's
West Side Mainstreet and ESNDC's Payne Avenue Commercial Improvement Project.
D001847 Approving budget revision in the Office of Cable Communications to cover 1999 year -end
variances.
D001848 Revising the 1996/98 Capital Improvement Budgets to move funding from the Central Library
Tuckpointing to the Saint Anthony Park Branch Library to cover a shortfall.
D001849 Transferring budgeted amounts between activities to balance the budgetary control levels of
the Police Department's 1999 Special Revenue Fund 436.
D001850 Transferring budget money to provide sufficient funding at the budgetary control levels of the
Police Department's 1999 General Fund Budget.
7. Resolution - 00 -220 - Approving the January 1, 2000, through December 31, 2001, Collective
Bargaining Agreement between the City of Saint Paul and the Saint Paul Fire Supervisory Association.

8. Resolution - 00 -240 - Approving the decision of the Legislative Hearing Officer for Property Code
Enforcement Appeals for property located at: 2450 Stewart Avenue, 2441 Youngman Avenue, and 2459
Youngman Avenue; 622 Grand Avenue; 1532 Grand Avenue and 590 Snelling Avenue South; 332
Lexington Parkway North; 1084 Sims Avenue 41; and 130 Seventh Street East.
9. Resolution - 00 -241 - Accepting gifts from the Metropolitan Council, Norwest Bank, Reliastar,
Capitol City Partnership, 3M Company, and the four Saint Paul Complete Count Committees for the
cost associated with producing and distributing Census 2000 information brochures and bus signage.
10. Resolution - 00 -242 - Accepting a donation of $4,000.00 from Clifford Timm for improvements at
Pickeral Lake.
11. Resolution - 00 -243 - Supporting State Legislation dedicating sales tax revenues to Regional Parks
Systems Operations and Maintenance.
12. Resolution - 00 -244 - Approving Disbursement of Youth Programs Funds to the following
organizations: American Legion Post 4418; Como Park Zoo & Conservatory Education; Dunning
Boosters; Eastview Booster Club; Edgcumbe Community Center Hockey Booster Club; Hayden Heights

the second year of underage liquor compliance checks for the University of Minnesota Multifaceted
Pilot Prevention Program to Reduce Youth Access to Alcohol.
15. Resolution - 00 -247 - Establishing a 2000 Spending and financing plan in the Police Department for
the Minnesota Join Together grant.
16. Resolution - 00 -248 - Accepting a liquor compliance grant from the Minnesota Department of Public
Safety and establishing a 2000 spending and financing plan for the grant.
17. Resolution - 00 -249 - Suspending licenses held by Food -N -Fuel, 675 7th Street West, until the fine
imposed by the City Council on January 12, 2000, is paid (C.F. 00 -31).

ORDINANCES
24. Final Adoption - 99 -967 - An ordinance amending Chapter 324 of the Saint Paul Legislative Code to
prohibit tobacco vending machines in facilities where minors are present and to establish an
administrative penalty to be imposed against the clerk at a licensed premise who sells tobacco or tobacco
products to a minor.

25. Second Reading - 00 -237 - An ordinance amending Section 310.19 of the Saint Paul Legislative
Code; modifying the investigation services required from a security agency to be selected and contracted
with the City of Saint Paul to provide alcohol awareness training to liquor - licensed establishments in
order to receive a 7% discount on the liquor license fee.
