20. Resolution - 00 -89 - Authorizing the City of Saint Paul to accept an additional $138,800 of federal
funds from the National Association of Workforce Boards to assist welfare recipients through Welfare to
Work programming.
21. Resolution - 00 -90 - Authorizing the Saint Paul Police Department to enter into an agreement with
St. Paul Harley- Davidson /Buell to lease motorcycles to be used for traffic enforcement.
22. Resolution - 00 -91 - Authorizing the Department of Fire and Safety Services to enter into a joint
powers agreement with the Metropolitan Airports Commission to conduct taxicab vehicle safety and
mechanical inspections for the Minneapolis /St. Paul International Airport taxicabs.
23. Resolution - 00 -92 - Authorizing the proper City officials to execute a joint powers agreement to
renew the "Ramsey County Geographic Information System Users Group ".
24. Resolution - 00 -93 - Reducing the assessment amount for sidewalk reconstruction that should not
have been assessed for 1527 Osceola Avenue.
25. Resolution - 00 -94 - Amending Council File 99 -1158, adopted December 1, 1999, to change an
incorrect legal description for vacated and discontinued public property located on Cottage Avenue at
Wheelock Parkway.
26. Preliminary Order - 00 -95 - In the matter of construction of storm sewer connections, sanitary sewer
connections and water connections, at the property owner's request, in conjunction with the
improvement of Dale Street North from St. Anthony to Minnehaha Avenues, and setting date of public

FOR DISCUSSION
33. Consideration of the appeals of the Hamline Midway Coalition and JLT Group to a decision of the
Planning Commission to approve a site plan with conditions for two office /warehouse buildings at 1900
Minnehaha Avenue West. (Public hearing held January 12; laid over from January 26)
34. Resolution - 00 -102 - Authorizing the Mayor to execute a Joint Powers Agreement with Ramsey
County to consolidate the City and County Workforce Programs.
ORDINANCES
35. Final Adoption - 99 -1203 - An ordinance amending Council File 97 -1568 pertaining to advertising
signs to allow limited processing of advertising sign permits for DeLite Outdoor Advertising, Inc.
36. Second Reading - 00 -73 - An ordinance changing the insurance coverage requirement amounts in
stationary event permits to comply with the new monetary limits in the Minnesota municipal tort
liability statute.

37. Third Reading - 00 -61 - An ordinance amending Saint Paul Legislative Code Section 33.04;
inserting the 50% reduction of all housing - related permits as part of a pilot program to increase housing
in Saint Paul.
38. Resolution - 00 -76 - Ordering the owner to remove or repair the building at 297 Morton Avenue
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
granting the owners six months to complete rehabilitation provided a code compliance inspection
is completed if the one they have is not satisfactory and that a $2,000.00 bond is posted by noon of
January 26, 2000) (Laid over from January 26)
39. Public hearing on the proposed use of a Local Law Enforcement Block Grant received from the
United States Department of Justice in the amount of $658,750. (Public hearing requested per C.F. 00-
52)
40. Public hearing to consider the application of Amherst Wilder Foundation to rezone property at 510
Humboldt Avenue and 514 South Robert Street from B -2 to RM -2 and P -1 to RM -2 to avoid creating
lots with split zoning when replatting Wilder's Rarig campus to create separate lots for the nursing home
building now owned by Health East and for the independent senior housing buildings still owned by the
Wilder Foundation.
