5. Letter from the Department of Planning and Economic Development announcing a public hearing
before the City Council on February 23, 2000, to consider the application of Ms. Lynn Hass for a
subdivision review to create five residential lots and two outlots on a combined plat on the southwest
corner of A Street and White Bear Avenue.
6. Letter from the Department of Planning and Economic Development announcing a public hearing
before the City Council on February 23, 2000, to consider the application of Dennis Guptil for a
subdivision review to create 32 residential lots and four outlots with variances in lot width and lot size
by combined plat on the north and south side of Fifth Street between Clarence Street and 64 feet east of
vacated Etna Street, except existing lots 9 and 10 on the south side of Fifth Street, and also includes
existing lots 15 and 16 on the north side of Fourth Street between Clarence Street and vacated Etna
Street.
7. Administrative Orders:
D001823 Moving year -end dollars into appropriate spending codes in the Office of Human Resources to
accurately reflect spending and to cover the expense for unemployment compensation.
D001824 Authorizing the Department of Fire and Safety Services to pay all costs associated with the
first annual awards banquet on February 17, 2000, at the Saint Paul Hotel.
D001825 Authorizing expenditures not to exceed $20,000 for the Mayor's Winter Carnival Reception
for visiting mayors from Minnesota.
D001826 Authorizing the proper City officials to execute a lease agreement which will allow the
History Theater, Inc. to remain at the former Science Museum of Minnesota facility at 30 East 10th
Street through August 31, 2000.
D001827 Moving budget from the neighborhood Investment Initiative to two Ward 3 projects: Cretin -
Derham High School Streetscape, and Nativity School Streetscape and Playground.
D001828 Authorizing the proper City officials to renew a Space Use Agreement whereby the West
Seventh Community Center will provide space to the Community Reporter for a one year term
beginning January 1, 2000.
D001829 Authorizing the proper City officials to enter into agreements with various vendors to provide
holiday lights and reimbursement of expenses, not to exceed $56,000.00, associated with holiday
lighting for the annual lighting program.
8. Resolution - 00 -132 - Approving the appointment of Katherine Meggary, by Mayor Coleman, as the
City's Labor Relations Director effective January 28, 2000.
9. Resolution - 00 -133 - Appointing Councilmember Pat Harris as the Council President's designee to
the Saint Paul Riverfront Corporation.
10. Resolution - 00 -134 - Approving the January 1, 2000 through December 31, 2001, Collective
Bargaining Agreement between the City of Saint Paul and the Saint Paul Police Federation. (To be laid
over one week for adoption)
11. Resolution - 00 -135 - Approving the application for an Auto Repair Garage License by MFK
Enterprises, Inc., 830 Robert Street South. (Legislative Hearing Officer recommends approval with
conditions)
12. Resolution - 00 -136 - Amending the project budget in the Division of Parks and Recreation to

13. Resolution - 00 -137 - Amending the Salary Plan and Rates of Compensation Vacation Section by
increasing the deadline for using additional vacation time carried over into the year 2000 for designated
employees of the Information Services Division.
14. Resolution - 00 -138 - Changing Civil Service Rule 6.13 "Examination Contents."
15. Resolution - 00 -139 - Amending prior- and current -year budgets in the Office of the Mayor -
Financial Services for the Citywide Capital Maintenance Program.
16. Resolution - 00 -140 - Approving payment of $12,000.00 to Joseph and Lisa Maddalena, as parents
of Darren Maddalena, in full settlement of their claim against the City of Saint Paul.
17. Resolution - 00 -141 - Memorializing the decision of the City Council on January 5, 2000, denying
the appeal of Lincoln Pawn to a decision of the Planning Commission granting the appeal of the District
2 Community Council of the Zoning Administrator's approval of a site plan for expansion of a pawn
shop at 1675 White Bear Avenue.
18. Resolution - 00 -142 - Approving a $210,000.00 STAR loan and a $40,000.00 STAR grant for Model
Cities of St. Paul, Inc. for the Brownstone Project, 839 University Avenue.
19. Resolution - 00 -143 - Amending the spending and financing plans of the Wabasha West Street
Improvement projects for 1998 and 1999 by adding assessment financing.

20. Resolution - 00 -102 - Authorizing the Mayor to execute a Joint Powers Agreement with Ramsey
County to consolidate the City and County Workforce Programs.

22. Consideration of the appeals of the Hamline Midway Coalition and JLT Group to a decision of the
Planning Commission to approve a site plan with conditions for two office /warehouse buildings at 1900

23. Resolution - 00 -144 - Accepting the winning proposal and awarding the bid for the $19,000,000
G.O. Capital Improvement Bonds Series 2000A.
24. Resolution - 00 -145 - Accepting the winning proposal and awarding the bid for the $2,950,000 G.O.
Street Improvement Special Assessment Bonds Series 2000B.
25. Resolution - 00 -146 - Authorizing the Division of Parks and Recreation to amend its agreement with
the Saint Paul Yacht Club to allow for their operation and management of Watergate Marina for a period
not to exceed one year. Also requesting that the Division of Parks and Recreation develop a plan for

ORDINANCES
26. Final Adoption - 99 -967 - An ordinance amending Chapter 324 of the Saint Paul Legislative Code to
prohibit tobacco vending machines in facilities where minors are present and to establish an
administrative penalty to be imposed against the clerk at a licensed premise who sells tobacco or tobacco
products to a minor.

27. Second Reading - 00 -130 - An ordinance amending the Saint Paul Legislative Code sections which
regulate trucking facilities. The fundamental change is that the amendments would first permit trucking
facilities in I -2 districts subject so special conditions.
28. First Reading - 00 -147 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to
rezone property at 1956 Feronia Avenue from RM -2 (multifamily) to OS -1 (office service) to allow
mixed use residential and office services. (Public hearing held January 26)
