3. Letter from the Department of Planning and Economic Development announcing a public hearing
before the City Council on February 2, 2000, to consider the application of Amherst Wilder Foundation
to rezone property at 510 Humboldt Avenue and 514 South Robert Street from B -2 to RM -2 and P -1 to
RM -2 to avoid creating lots with split zoning when replatting Wilder's Rarig campus to create separate
lots for the nursing home building now owned by Health East and for the independent senior housing
buildings still owned by the Wilder Foundation.

4. Letter from the Office of the City Attorney announcing a public hearing before the City Council on
February 9, 2000, to consider the report of the Administrative Law Judge concerning all licenses held by
Megusta Mexican Cuisine, dba Megusta Mexican Restaurant, 433 Robert Street South.
5. Letters from the Citizen Service Office /Property Code Enforcement declaring 443 Charles Avenue
and 681 Edmund Avenue as nuisance properties, and setting date of Legislative Hearings for February 1,
2000, and City Council Hearings for February 9, 2000.

D001815 Authorizing the Division of Parks and Recreation to enter into an agreement with the College
of Saint Catherine and various vendors for services associated with the 2000 Winter Carnival and Senior
Royalty Coronations, Teen Dance and Senior Day and Judging Parties.
D001816 Authorizing the Department of Fire and Safety Services to pay stipend costs for teachers
attending two -hour training workshops on "Risk Watch" injury - prevention curriculum.
D001817 Authorizing the Department of Fire and Safety Services to remit $300.00 to Byerly's for costs
associated with the training workshops for teachers on "Risk Watch"
7. Resolution - 00 -63 - Adopting the area plan summary of A Plan for Capitol Heights as an addendum
to The Saint Paul Comprehensive Plan.
8. Resolution - 00 -64 - Approving the issuance of conduit bonds in an amount not to exceed $2,000,000
to finance the acquisition of property located in the block bounded by 10th, 11th, Wabasha, and St. Peter
Streets.
9. Resolution - 00 -65 - Authorizing the issuance of revenue notes by the City of Brainerd under
Minnesota Statutes Sections 469.152 through 469.165, as amended, to finance property for the benefit of
Lutheran Social Service of Minnesota.
10. Resolution - 00 -66 - Directing the Division of Parks and Recreation to enter into a lease agreement
with the State of Minnesota for the Get Ready program space at Baker Community Center.
11. Resolution - 00 -67 - Rescinding the assessment amount for sidewalk reconstruction that was not
constructed at 1769 Rome Avenue.
12. Resolution - 00 -68 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property at 550 Wheeler Street North, 380 St. Peter Street, 1280 Raymond
Avenue, and 668 - 670 - 672 -674 Fourth Street East.
13. Preliminary Order - 00 -69 - In the matter of improving the alley in Block 9, Lindley park and Block
6 H.F. Schwabe's Addition, from the west property line of Griffith Street to 560 feet west, by
constructing a storm sewer and drainage structures, and grading and paving with bituminous material
(bounded by Wakefield, Frank, Wilson, and Griffith), and setting date of public hearing for February 23,

14. Preliminary Order - 00 -70 - In the matter of condemning and taking easements in the land necessary

16. Resolution - 99 -1132 - Denying the Auto Body Repair Garage and Auto Repair Garage License
Applications by Ray's Auto Body, Inc., 353 Larch Street. (Laid over from December 22, 1999)
17. Consideration of the appeals of the Hamline Midway Coalition and JLT Group to a decision of the
Planning Commission to approve a site plan with conditions for two office /warehouse buildings at 1900
Minnehaha Avenue West. (Public hearing held January 12; laid over from January 19)
18. Resolution - 00 -72 - Authorizing the Division of Parks and Recreation to issue a Request for
Proposal (RFP) for the management and operation of the Como Lakeside Pavilion and waiving any
requirement related to managed competition in the Saint Paul Administrative Code §85.04.
ORDINANCES
19. Final Adoption - 99 -1227 - An ordinance amending Saint Paul Legislative Code Chapter 423 to
establish a separate license for auto body repair shops and auto body painting shops. (Laid over from
January 12)
20. Final Adoption - 99 -1228 - An ordinance to limit the number of one -day entertainment licenses
available at any one location. (Laid over from January 12)
21. Final Adoption - 99 -1229 - An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district sign plan for the
Snelling- Hamline Neighborhood to be known as the Snelling- Hamline Special District Sign Plan. (Laid
over from January 12)
22. Final Adoption - 99 -1241- An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans by creating a new special sign district plan for the
West Side Neighborhood to be known as the West Side Special District Sign Plan. (Substitute Page 1
was introduced on January 12 and laid over)
23. Final Adoption - 00 -12 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to
rezone property at 550 Concord Street from RM -2 to OS -1. (Public hearing held December 1)
24. Second Reading - 00 -61 - An ordinance amending Saint Paul Legislative Code Section 33.04;
inserting the 50% reduction of all housing - related permits as part of a pilot program to increase housing
in Saint Paul.
25. Second Reading - 00 -62 - An ordinance amending Section 310.19 of the Saint Paul Legislative
Code; eliminating the investigation services required from a security agency to be selected and
contracted with the City of Saint Paul to provide alcohol awareness training to liquor - licensed
establishments in order to receive a 7% discount on the liquor license fee.

26. First Reading - 00 -73 - An ordinance changing the insurance coverage requirement amounts in
stationary event permits to comply with the new monetary limits in the Minnesota municipal tort
liability statute.

27. Third Reading - 99 -1203 - An ordinance amending Council File 97 -1568 pertaining to advertising
signs to allow limited processing of advertising sign permits for DeLite Outdoor Advertising, Inc. (Laid
over from January 5)
28. Resolution - 00 -74 - Vacating an alley located within an area currently used as a parking lot on the
southwest corner of Grand Avenue and Victoria Street allowing consolidation of the separate lots into
one parcel as petitioned by James A. Stolpestad, for Victoria Crossing LLC.
29. Resolution - 00 -75 - Ordering the owner to remove or repair the building at 927 Charles Avenue
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends laying
over to the February 15, 2000, Legislative Hearing and the February 23, 2000, City Council
Meeting provided that the vacant building fee is paid and the mortgage company makes
arrangements to maintain the exterior of the building.)
30. Resolution - 00 -76 - Ordering the owner to remove or repair the building at 297 Morton Avenue
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends
granting the owners six months to complete rehabilitation provided a code compliance inspection
is completed if the one they have is not satisfactory and that a $2,000.00 bond is posted by noon of
January 26, 2000)
31. Public hearing to consider the application of Pat Carney and Jules Inda to rezone property at 1956
Feronia Avenue (corner of Prior, Feronia, and St. Anthony) from RM -2 to OS -1 to allow a mixed office
residential use.
