before the City Council on January 26, 2000, to consider the application of Pat Carney and Jules Inda to
rezone property at 1956 Feronia Avenue (corner of Prior, Feronia, and St. Anthony) from RM -2 to OS -1
to allow a mixed office residential use.
3. Letters from the Citizen Service Office /Property Code Enforcement declaring 923 Agate Street and

• D001812 Amending the spending and financing plans of the Major Sewer Repairs -98 budget in

• D001813 Approving the transfer of a portion of the unspent Payroll Conversion project salary
money to pay temporary programming staff in the Office of Information Services.
• D001814 Moving spending budgets to the Operating Transfer to General Fund object code to pay
for PC Replacement acquisitions for 1999 in the Public Works Traffic, Signal and Lighting Fund.
6. Resolution - 00 -36 - Approving the appointment of Travis Logan, by Mayor Coleman, to the Youth
Fund Board.
7. Resolution - 00 -37 - Approving the appointment of Anne D. Briseno, by Mayor Coleman, as an
Assistant to the Mayor effective December 27, 1999.
8. Resolution - 00 -22 - Approving a Memorandum of Agreement between the City of Saint Paul and the
Saint Paul Police Federation establishing the implementation procedures for moving current incumbents
holding certified appointments to the Lieutenant classification into the Commander classification as a
result the consolidation of the Lieutenant and Commander classes; and amending Article 18 (Premium
Pay /Special Allowances) of the current collective bargaining agreement by establishing a 5% premium
pay for "Senior Commander" duty assignment. (Laid over from January 12 for adoption)
9. Resolution - 00 -38 - Recognizing April 22, 2000, as Earth Day in the City of Saint Paul, Minnesota.
10. Resolution - 00 -39 - Approving the 2000 City of Saint Paul Legislative Initiatives.
11. Resolution - 00 -40 - Approving the proposed items of support for the City's 2000 Legislative
Agenda.
12. Resolution - 00 -41 - Approving the Association of Metropolitan Municipalities' 2000 Policies and
Legislative Proposals.
13. Resolution - 00 -42 - Approving the League of Minnesota Cities' 2000 City Policies for Legislative
and Administrative Action.
14. Resolution - 00 -43 - Memorializing the decision of the City Council on December 8, 1999, denying
the appeal of Samuel S. Anderson to a decision of the Planning Commission to attach a condition to a
Non - Conforming Use Permit for a duplex at 885 West California Avenue.
15. Resolution - 00 -44 - Memorializing the decision of the City Council on December 8, 1999, granting
the appeal of Joseph Stanislav, Franciscan Health and Housing, to a decision of the Board of Zoning
Appeals denying several variances in order to construct a new 101 unit senior apartment building at
1925 Norfolk Avenue.

16. Resolution - 00 -45 - Authorizing the City of Saint Paul to accept $765,000 of discretionary funds
from the State of Minnesota to provide services to St. Paul Companies dislocated workers.
17. Resolution - 00 -46 - Agreeing to hold Ramsey County and the City of Maplewood harmless for its
use of Round Lake for a family fishing event.
18. Resolution - 00 -47 - Authorizing the Office of Financial Services, Treasury Section, to initiate all
necessary action leading to the issuance of City General Obligation Bonds, Water Revenue Bonds and
any justified refunding bonds on February 16, 2000, with the City Council awarding bids that afternoon.
19. Resolution - 00 -48 - Amending the spending and financing plans in the Department of Public Works
for Shepard Road, 1998 and 1999 Sewer Rehabilitation programs.
20. Resolution - 00 -49 - Amending and /or closing the spending and financing plans of various capital
project accounts in the Department of Public Works
21. Resolution - 00 -50 - Accepting a Federal Weed and Seed Asset Forfeiture Grant in the Police
Department and establishing a spending and financing plan for the grant.
22. Resolution - 00 -51 - Authorizing the Police Department to establish a financing and spending plan
for an overtime grant in the amount of $98,000 received from the Minnesota Department of Public
Safety
23. Resolution - 00 -52 - Accepting a Local Law Enforcement Block Grant from the United States
Department of Justice, authorizing the Police Department to enter into an agreement with Ramsey
County, and setting a date for a public hearing on the proposed use of the grant.
24. Resolution - 00 -53 - Increasing the 2000 budget in the Police Department for the Juvenile
Accountability Incentive Block Grant and authorizing Chief William Finney to enter into an agreement
with the Minnesota Department of Economic Security.
25. Resolution - 00 -54 - Establishing a financing and spending plan for the agreement between the Saint
Paul Police Department and the City of Minneapolis providing funding for law enforcement services
targeting methamphetamine production and trafficking.
26. Resolution - 00 -55 - Authorizing the Police Department's Professional Development Institute to
enter into an agreement with Metropolitan State University to provide facility rental from January 1,
2000, through December 31, 2000.
27. Preliminary Order - 00 -56 - In the matter of the operation of the above standard street lighting
system for the Dale/University- Minnehaha Area and the Hamline University Area for the months of

33. Consideration of the appeals of the Hamline Midway Coalition and JLT Group to a decision of the
Planning Commission to approve a site plan with conditions for two office /warehouse buildings at 1900
Minnehaha Avenue West. (Public hearing held and laid over from January 12)
ORDINANCES
34. Third Reading - 00 -12 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code to
rezone property at 550 Concord Street from RM -2 to OS -1. (Public hearing held December 1)
35. First Reading - 00 -61 - An ordinance amending Saint Paul Legislative Code Section 33.04; inserting
the 50% reduction of all housing - related permits as part of a pilot program to increase housing in Saint
Paul.
36. First Reading - 00 -62 - An ordinance amending Section 310.19 of the Saint Paul Legislative Code;
eliminating the investigation services required from a security agency to be selected and contracted with
the City of Saint Paul to provide alcohol awareness training to liquor - licensed establishments in order to
receive a 7% discount on the liquor license fee.
