6. Resolution - 00 -1104 - Authorizing the transfer of ownership of Snoopy sculptures to the Saint Paul
Foundation to be auctioned on the Internet as part of the Peanuts on Parade project.
7. Resolution - 00 -1105 - Accepting a television set that was won by an Office of Cable
Communications' employee in a random drawing at the Minnesota Association of Community
Telecommunications Administrators Annual Conference on October 12 -13, 2000.
8. Resolution - 00 -1106 - Accepting a palm pilot that was won by an Office of Cable Communications
employee in a random drawing at the National Association of Telecommunications Officers and
Advisors Annual Conference on September 15, 2000.
9. Resolution - 00 -1107 - Authorizing the proper City officials to explore private sector sponsorship of
the Fire Department's Award Ceremony to be held on February 8, 2001.
10. Resolution - 00 -1108 - Authorizing City officials to request SCORE State recycling grant funds
from Ramsey County in the amount of $536,239 for support of the City -wide curbside and multi - family
recycling collection program in 2001.
11. Resolution - 00 -1109 - Establishing a new project in the 1999 Capital Improvement Budget entitled
Frogtown Center for Families /West Minnehaha Recreation Center Remodeling and Expansion.
12. Resolution - 00 -1110 - Recommending the Board of Ramsey County Commissioners approve the
repurchase application for property located at 383 Cretin Avenue South.
13. Resolution - 00 -1111 - Placing deed restrictions on properties acquired with Federal Emergency
Management Agency (FEMA) grant fund.
14. Resolution - 00 -1112 - Removing fourteen properties from the assessment roll for the
Western /Lawson Area Paving and Lighting Project and reimbursing any payments already made
towards these assessments.

20. Consideration of the appeal of Buffalo Sober Group, LLC to a decision of the Planning Commission
denying an application for a Change of Nonconforming Use Permit to establish a rooming house at 97
North Oxford Street providing permanent living facilities for 24 men in early sobriety. (Public hearing
held and laid over from November 15)
21. Interim report by the City Attorney on the matter of the operations of the Gopher State Ethanol Plant
and the effect of those operations as to whether there exists sufficient grounds to merit preparation of
legal action. (Per C.F. 00 -1069 adopted on November 8)
22. Report on the status of the East Building of the Science Museum Building, District 17.

23. Final Adoption - 00 -550 - An ordinance to regulate newsracks that are located within public rights -

24. Final Adoption - 00 -890 - An ordinance amending Saint Paul Legislative Code Section 33.02 to
allow the fire marshal to suspend or revoke a Certificate of Occupancy for buildings and structures
determined to be nuisances.
25. Final Adoption - 00 -993 - An ordinance approving zoning ordinance amendments related to the
Brewery /Ran -View Small Area Plan and 40 Acre Study.
26. Final Adoption - 00 -1015 - An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans creating a new special sign district ordinance for the
Sunray- Battlecreek- Highwood, District One Community Council neighborhood to be known as the

30. Final Adoption - 00 -1042 - An ordinance amending Chapter 66.216 of the Saint Paul Legislative
Code pertaining to special sign district sign plans creating a new special sign district ordinance for the
East Side neighborhoods to be known as the Greater Eastside Area Special District Sign Plan.
31. Final Adoption - 00 -1022 - An ordinance amending Saint Paul Legislative Code Section 66.214
eliminating the language that permits advertising signs within 660 feet of the right of way of the
Lafayette Freeway and Interstate Highway 94 between the Lafayette Freeway and Robert Street.
32. Final Adoption - 00 -1043 - An ordinance declaring a moratorium on commercial variances, new
business licenses, and SCUPs in the area designated in the White Bear Avenue Small Area Plan.
33. Final Adoption - 00 -1044 - An ordinance amending Saint Paul Legislative Code Chapter 409
requiring dramshop insurance coverage for temporary wine and liquor licenses and correcting an
obsolete reference to Class II licenses.
34. Final Adoption - 00 -1045 - An ordinance amending Saint Paul Legislative Code Chapter 410
requiring dramshop insurance coverage for temporary 3.2 beer licenses and correcting an obsolete
reference to Class II licenses.
35. Final Adoption - 00 -1046 - An ordinance placing the position titled Emergency Paramedical
Services Chief in the unclassified service pursuant to Section 12.03.2(H) of the City of Saint Paul
Charter.
36. First Reading - 00 -1116 - An ordinance finalizing City Council action approving the petition of
Wayne Carlson to rezone property at 542 and 548 Ohio Street from B -2 to RT -2. (Public hearing was
held November 1, 2000)
37. First Reading - 00 -1117 - An ordinance preserving the status quo with respect to the use of property
for methadone outpatient treatment services pending completion of a study of these facilities by the
Planning Commission.
