10. Resolution - 00 -941 - Honoring volunteers who participated in the painting of "Cleveland Circle" at

opener.
11. Resolution - 00 -942 - Approving the 2000 - 2002 Collective Bargaining Agreement between the
City of Saint Paul and AFSCME Local 3757 - Legal. (To be laid over one week for adoption)
12. Resolution - 00 -943 - Resolving outstanding issues pertaining to health insurance and benefits for
any long term unclassified employees who worked at the River- Centre prior to July 1, 2000, in the
event they were to return to City employment in a certified title prior to February 1, 2001.
13. Resolution - 00 -944 - Establishing the Rate of Pay for the new class titled "Project Management
Technician (Bi- Lingual)."
14. Resolution - 00 -945 - Establishing the Rate of Pay for the new class titled "Housing Rehabilitation
Advisor I (Bi- Lingual)."
15. Resolution - 00 -946 - Directing the Division of Parks and Recreation to renew a lease agreement
with Ramsey County Human Services for office space at Rice Community Recreation Center.
16. Resolution - 00 -947 - Memorializing the decision of the City Council on August 9, 2000, denying
the appeal of Motorscope /Dean C. Johnson to a decision of the Planning Commission attaching
conditions to a Special Condition Use Permit allowing reconstruction of an auto specialty store at 360
South Snelling Avenue.
17. Resolution - 00 -948 - Memorializing the decision of the City Council on September 13, 2000,
granting the appeal of Larry Starns to a decision of the Planning Commission allowing a determination

18. Resolution - 00 -949 - Memorializing the decision of the City Council on September 27, 2000,
granting the application for an auto repair garage license by Felipe Samaniego, dba High Tech Auto
service, 943 Maryland Avenue East, subject to conditions.
19. Resolution - 00 -950 - Memorializing the decision of the City Council on September 27, 2000,
revoking the Auto Body Repair Garage License held by Steve's Auto Body St. Paul, Inc., dba Steve's
Auto Body St. Paul, 1196 East 7th Street.
20. Resolution - 00 -951 - Memorializing the decision of the City Council on September 27, 2000,
denying the application for a taxicab driver's license by Willie B. Jones, Jr.
21. Resolution - 00 -952 - Approving a lease agreement between the City of Saint Paul, the Board of
Water Commissioners, and XM Satellite Radio, Inc. allowing the installation of digital satellite radio
equipment at the McKnight Road Standpipe site.
22. Resolution - 00 -953 - Authorizing the purchase of land for the Jimmy Lee Recreation Center
Acquisition and Redevelopment Project.
23. Resolution - 00 -954 - Releasing easements over properties on which the Saint Paul Companies, Inc.
has constructed buildings.

24. Resolution - 00 -317 - Ordering the owner to remove or repair the building at 668 5th Street East
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends

ORDINANCES
25. Final Adoption - 00 -859 - An ordinance approving amendments to Chapter 189
of the Saint Paul Legislative Code; assign the responsibility for setting fees to the Truth -in -Sale of
Housing Board and remove specific dollar amounts for fees from the ordinance, add Time of Sale
definition, and clarify Required Acts.
26. Final Adoption - 00 -860 - An ordinance amending Chapter 82 of the Saint Paul Administrative Code
to bring it into conformance with amendments to the Uniform Municipal Contracting Act (Ch. 471.345).
27. Final Adoption - 00 -861 - An ordinance amending Chapter 86 of the Saint Paul Administrative Code
to bring it into conformance with amendments to the Uniform Municipal Contracting Act (Ch 471.35).
