WHEREAS, the Saint Paul Police Department is seeking authority to pay for related travel expenses
which include air fare, registration, lodging, meals, etc. for an Internet Crimes Against Children (ICAC)
Task Force participant (non-city employee) to attend the Basic Bata Recovery and Analysis Course
July 20-25, 2003, in Seattle, Washington.
WHEREAS, the TCAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and exploitation of children online, and
WHEREAS, this training is specifically designed to assist task force members in working these
investigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force, and
WHEREAS, computers are changing daily and specific initial and ongoing training in this area is critical
for a successful operation, and
WHEREAS, the public purpose of this training is to train an ICAC task force mem6er to analyze the
structure of computers and the data contained therein, which is essential for the investigator in order to
examine computers for evidence, and
BE IT ORDERED, that the proper city ofticials are hereby ordered to pay for the above mentioned
travel expenses related to this training for one non-city employees, not to exceed $2,000 from account
code 436-34056-025x.

Basic Data Recovery and Analysis training is used ea�tensively by the task force to analyze the suuchue of computers and the data
contained therein and the ability to use ffie sofiwaze to perform computer forensic examinaSions. The ICAC Task Force
targets individuals that use computers to commit crimes against children via the Internet. The participant is a Crow Wing County Sheriffs
Bepartment Deputy and a member of the task force. The funds will cover Tegistrafion, travei, lodging, and per diem expenses foi one

ICAC Task Force's mission is to form a multiyurisdictional operation that inves6gates crimes involving child pomography and
exploitation of children via the Internet. Outside agencies participating in the task force aze not compensated for their staff s time by the
task force. This training is essential for the invesUgator to have a working knowledge on exanuning computers for evidence.
This is specialized training and there is no local source of tlris specialized training. The Crow Wing Counry Sheriffs Office ttas signed a
memorandum of understanding with the police department relating to the ICAC task force. The ICAC grant has funds set aside to cover
this type of training.

Approval of the adminislraUVe order will allow the task force to send an ICAC task force participant who is not a city employee to receive
training on Basic Data Recovery & Analysis for use in the task force. Tkns training will increase his capabilities in the use of ffie forensic
tools used and thereby increase the capabiliries of the task force.
