Resolution - 99 -879 - Authorizing the Police Department to enter into an agreement with the State of Minnesota, Minnesota Center for Crime Victim Services, to continue the Victim Intervention Project for family survivors of homicide victims. 17. Resolution - 99 -880 - Creating the Saint Paul Fair Housing Council comprised of Saint Paul residents and representatives of City Government, the private sector, community agencies, and the Minnesota Fair Housing Center. 18. Resolution - 99 -881 - Designating Fred Owusu, City Clerk, as the Responsible Authority for data requests to the City of Saint Paul. 19. Resolution - 99 -882 - Establishing a 1999 financing and spending plan for the Thomas /Dale Area Weed and Seed Grant Program. 20. Resolution - 99 -883 - Authorizing execution of Youth Initiative Grant Agreements for El Rio Vista Recreation Center, Wilder Recreation Center, West Minnehaha Recreation Center, Sackett Park, and Jimmy Lee Recreation Center. 21. Resolution - 99 -884 - Authorizing the proper City officials to accept and expend grants totaling $284,110.00 from the Americorps and Youth Works Programs and enter into the necessary agreements with the Wilder Foundation for implementation of the Future Force Program. 22. Resolution - 99 -885 - Accepting a new 2000 Polaris Utility Snowmobile from the Polaris Industries loaner program to groom City cross country ski trails. 23. Resolution - 99 -886 - Authorizing the Department of Fire and Safety Services to accept a donation of $3,000.00 from HealthPartners for the Risk Watch Program. 24. Resolution - 99 -887 - Establishing financing and spending plans in the Fire Responsive Services Fund for use of a $5,000.00 donation from the Saint Paul Companies, Inc. for the Risk Watch Program. FOR DISCUSSION 25. Update from the Administration and representatives from Labor on the progress of their meetings regarding Managed Competition. (Requested by Council on September 8) ORDINANCES 26. Final Adoption - 99 -694 - An ordinance establishing a "Managed Competition" chapter of the Saint Paul Administrative Code to provide a framework by which the City of Saint Paul can enter into contracts with vendors, including existing City employees and outside entities, to provide City services currently performed by City employees. (Substitute introduced and laid over from September 8 for final adoption) 27. Final Adoption - 99 -786 - An ordinance requiring disclosure of campaign contributions relating to City managed competition contracts and collective bargaining agreements.
