before the City Council on December 8, 1999, to consider the appeal of Samuel S. Anderson to a
decision of the Planning Commission to attach a condition to a Nonconforming Use Permit for a duplex
at 885 West California Avenue that the permit is valid only so long as the property is owned and
occupied by Samuel S. Anderson or his spouse.

10. Resolution - 99 -1152 - Approving the decision of the Legislative Hearing Officer on Property Code
Enforcement Appeals for property located at 1404 Raymond Avenue, 912 Park Street, 2290 Wycliff
Street, 1345 Marshall Avenue, 1100 Hancock Street, 111 Empire Drive, 828 -840 White Bear Avenue
North, 1000 Shop Road, and 559 McKnight Road South.
11. Resolution - 99 -1153 - Approving reduction in Gross Earnings Franchise Fee (GEFF) and Paramedic
Revenues to the General Fund and replace financing with Use of Fund Balance.
12. Resolution - 99 -1154 - Providing local approval for Omnibus Tax Act, Ch 243 Art 10, §20 regarding
Williams Hill TIF district's duration.
13. Resolution - 99 -1155 - Accepting a $275,000 grant for job creation, services, and business growth
through the State's Enterprise Zone Incentive Grant Program.
14. Resolution - 99 -1156 - Authorizing the Police Department to enter into an agreement with
Metropolitan State University for training services for the 1999 -2 Recruit Academy to prepare for field
training and report writing.

15. Report from the Mayor's Office on the effectiveness of the Multifaceted Pilot Prevention and

16. Second Reading - 99 -1142 - An ordinance memorializing City Council action granting the
application of Sherman Rutzick to rezone property northwest of Grace and Toronto Streets and southeast
of Osceola Street from RT -2 to RM -2 to allow development of a housing complex for seniors age 55
and over. (Public hearing held October 27, 1999)
17. First Reading - 99 -1157 - An ordinance amending Chapters 87, 89, 90, 92, and 94 of the Saint Paul
Legislative Code pertaining to the rules and regulations of the Saint Paul Regional Water Services as
recommended by the Board of Water Commissions of the City of Saint Paul.

18. Public hearing concerning whether the requested transfer of control of the cable system from
MediaOne to AT &T may adversely affect subscribers. (Public hearing continued from November 10)
19. Resolution - 99 -1148 - Establishing "No Parking 7AM -4PM Monday through Friday, August 15
through June 15, Except by Permit" (Area 25) on both sides of Hartford Avenue from Syndicate Street
to Hamline Avenue. (Laid over from November 24)
20. Resolution - 99 -1158 - Approving vacation of the north half of Cottage Avenue to facilitate the
previously approved land exchanges (C.F. 99 -582) with the adjoining property owner.
21. Resolution - 99 -1159 - Approving the vacation of part of the alley in Block 3, Homer H. Hoyt
Company Addition.
22. Final Order - 99 -1160 - In the matter of improving portions of James, Palace, Juliet, Jefferson,
Wellesley, Stanford, Prior, Howell, and Berkeley Avenues, and Kenneth Street with new bituminous
roadway, concrete curbs and gutters, concrete driveway aprons and outwalks, boulevard sodding, tree
planting, construction of a lantern style lighting system, bump outs, and all other work necessary to
complete the Prior /Jefferson Area Street Paving and Lighting Project. (File 418911)

26. Public hearing to consider the application of Esperanza Duarte to rezone property at 550 Concord
Street from RM -2 to OS -1 to allow mixed use residential and office services.
