WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and exploitation of children online, and

WHEREAS, this training is specifically designed to assist task force members in working these
investigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force, and
WHEREAS, computers are changing daily and specific initial and ongoing training in this area is critical
for a successful operation, and
WHEREAS, the public purpose af this training is to train an ICAC task force member to analyze the
structure of computers and the data contained therein, which is essential for the investigator in order to
esamine computers for evidence, and
BE IT ORDERED, that the proper city offfcials are hereby ordered to pay for the above mentioned
travel expenses related to this training for one non-city employees, not to exceed $2,700 from account
code 436-34056-025x.

participant who is not a city employee, to attend the Encase Introduction to Computer Forensics Course, May 12-18, 2003, in
Woocllands, T'X. Encase softwaze is a forensic tool used e�ctensively by the task force to anatyze the shuctuce of computers and the data
contained therein and the ability to use the softwaze is necessary to perform computer forensic exanunaUOns. The ICAC Task Force
targets individuals that use computers tA comcnit crimes against ctuldren via the Internet. The participant is a Woodbury Police officer
and a member of the task force. The funds will cover registraUOn, travel, lodging, and per diem expenses for one person.

e ICAC Task Force's mission is to form a mulfiyurisdicUOna1 operauon that investigates crimes involving child pomography and
e�cploitarion of children via the Internet. Outside agencies participafing in the task force aze not compensated for their staffs time by the
task force. This training is essenfial for the investigator to have a working knowledge on examining computers for evidence.
This is specialized training and there is no local source of this specialized training. The Woodbury Police Departrnent has signed a
memorandum of understanding with the police department relating to the ICAC task force. The ICAC grant has funds set aside to cover
this type of training.
ADVANTAGESIF APPROVED
Approval of the administrafive order will allow the task force to send an ICAC task force participant who is not a ciTy employee to receive
training on encase computer examination for use in the task force. This training will increase his capabilities in the use of the forensic
tools used and thereby increase the capabilities of the task force.
