building permit to construct a two -story carriage house with one dwelling unit and four garage stalls,

7. Resolution - 97 -1388 - Approving the May 1, 1997 - April 30, 1999 Maintenance Labor Agreement
between the City of Saint Paul and the International Brotherhood of Electrical Workers, Local 110. (To
be laid over one week for adoption)
8. Resolution - 97 -1389 - Approving payment of $13,500.00 to Tayyibah Amatullah and her attorneys,
Kevin Koepke and Carleton Crutchfield, in full settlement of their claim against the City of Saint Paul.
9. Resolution - 97 -1390 - Approving payment of $3,618.84 to Colonial Penn Insurance Company, as
subrogee for Thomas May, in full settlement of their claim against the City of Saint Paul.
10. Resolution - 97 -1391 - Accepting a donation of airfare, hotel and meal expenses from the
International Council for Local Environmental Initiatives (ICLEI) for Councilmember Jerry Blakey to
attend the Cities for Climate Protection World Summit in Nagoya, Japan.
11. Resolution - 97 -1392 - Requesting the Planning Commission to review the Fire and Emergency
Services Chapter of the Comprehensive Plan.
12. Resolution - 97 -1393 - Amending the 1997 budget in the Department of Technology and
Management Services /Risk Management Division by adding funds in the amount of $71,218.42 from
Minnesota Mutual and DCA, Inc. to correspond with the Division's spending plan.
13. Resolution - 97 -1394 - Accepting a $200,000.00 two -year grant from the Minnesota Department of
Natural Resources for the Saint Paul - Minneapolis Regional Park Urban Interpretation Program.
14. Resolution - 97 -1395 - Establishing spending authority for partial use of the Local Law Enforcement
Block Grant to purchase equipment for the Police Crime Lab.
15. Resolution - 97 -1396 - Finalizing City Council action taken October 22, 1997 approving the
preliminary and final plat for the Highlands Townhomes Addition allowing each new townhome
currently under construction to be subdivided and sold as separate units.
16. Resolution - 97 -1397 - Finalizing City Council action taken October 22, 1997 approving the
preliminary and final plat for Hundley Addition allowing the property at 1624 Old Hudson Road to be
subdivided into three lots.
17. Resolution - 97 -1398 - Approving a Registered Land Survey for a portion of the property at 294
Summit Avenue and 297 Irvine Avenue allowing recording of a previously approved lot split.
18. Resolution - 97 -1399 - Authorizing the proper City officials to enter into a Cooperative Construction
Agreement with the Minnesota Department of Transportation or reconstruction of Trunk Highway 5

monoxide detectors from the Kidde Safety Company for the citizen's loaner program.
22. Resolution - 97 -1403 - Accepting Quit Claim Deeds: City to Metropolitan Council Environmental
Services.
23. Preliminary Order - 97 -1404 - In the matter of improving the alley in Block 19, Merriam Park
Addition (bounded by Iglehart, Wilder, Carroll and Moore) by grading and paving with bituminous
material, and setting date of public hearing for January 14, 1998. (File 418865)

29. Final Adoption - 97 -1247 - An ordinance amending the Saint Paul Legislative Code Sections 33.02
and 33.05 to update the building code and to require a certificate of occupancy for one -and two - family
rental dwellings which are not occupied by the owner. (Amended and laid over from November 12)
30. First Reading - 97 -1406 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code
pertaining to metal shredder plan and zoning code amendments.
31. First Reading - 97 -1407 - An ordinance amending the Saint Paul Legislative Code Section 33.03
which changes the effective date from the time a compliance inspection is performed to the date the
deposit is received for work done on nuisance, dangerous and vacant buildings.
