WHEREAS, the Saint Paul Police Department needs anthority to pay for meals related to travel egpenses
for two Internet Crimes Against Children (ICAC) Task Force participants who are not city employees, to
attend the Proteeting Children Online Course in Madison, R'I, on July 15-19, 2002, and
WHEREAS, this specialized trainiug will increase the capabilities of the task force and invesfigations of
internet child pornography and exploitation, and
WHEREAS, tlus training is essential for the investigators to have a worldng knowledge of online undercover
investigations relating to child pornography and exploitation, and
WHEREAS, the ICAC Task Force's mission is to form a mulfi-jurisdictional operarion that inves6gates
crimes involving child pornography and exploitation of ch�7dren online, and
WHEREAS, the public purpose of this training is to train ICAC task force members in investigations of
child pornography and exploitation on the internet, and
BE TT ORDERED, that the proper city officials are hereby ordered ta pay for the above men&oned travel
expenses related to this training for two non-city employees, not to exceed $50� from accaunt code
436-34056-OZSX.

Approvat of the attached administrative order authorizing funds to send two Intemet Crimes Against Childxen (ICAC) Task Force
participants, who aze not city employees, to attend the Protecting Childien Online Course, July 15-19, 2002, in Madison, WL
Tlus is a no-cost course on undercover investigarions relating to child pomogaphy and child eaploitarion via the intemet.
The ICAC task force targets those tbat use computers to commit crimes against children via the intemet. The pazticipants aze from
the Mivueapolis Police Department and the Hennepin County Sheriffs Department and aze on the task force. Travel expenses will be
paid by their pazent agency, the task force will pay for meals while at the trainiug.

The ICAC Task Force's mission is to form a mulri jurisdicrional operarion that investigates crimes involving clilld pomography and
oitation of children via the internet. Outside agencies participating in the task force aze not compensated for their stafFs time by the
force. Tlus training is required for the invesrigators to have a working lrnowledge of wofldng online in an undercover capacity.
This is specialized training and ffie:e is no local source of tlus specialized uaining. The Minneapolis Police Department and the
Hennepin County Sheriff s Department have signed memorandums of understanding with the police deparhnent related to the
task force. The TCAC grant has funds set aside to cover flvs type of training.

Approval of the admivistrarive order will allow the task force to send two ICAC task force participants who aze not city employees to
receive training on investigating child pornogaphy and e�cploitation on the internet in an undercover capacity. TLis training will
inezease their capabilities in these investigations and inczease the capabilities of the task force.
