The Planning Commission of the City of Saint Paul will hold a public hearing on a summary of the Phalen
Corridor Middle Section Plan and 40-Acre Study on Friday, July 30, 2004, at 8:30 a.m. in the City Hall
Conference Center, Room 40, 15 West Kellogg Boulevard, Saint Paul. All interested persons are invited
to attend and address the Commission on this matter.

PURPOSE
The purpose of the Phalen Corridor Middle Section Plan and 40-Acre Study is to provide for new mixed
use development and the rehabilitation of existing housing and commercial areas in the Phalen Corridor,
between Edgerton on the west and Earl on the east. In addition, the plan includes recommendations for
recreational facilities immediately west of Arcade Street and adjacent to the Johnson Achievement Plus
Elementary School and the East YMCA. The plan and 40-acre study is the second amendment to the
Phalen Corridor Development Strategy, adopted by the City Council three years ago to enhance, stabilize
and sustain Saint Paul's East Side.
INFORMATION ABOUT THE PLAN
The plan includes four priorities for City participation, including:
1. Change the zoning of property in the area; a map of proposed zoning is reproduced on the back.
2. Work with public and private entities to implement a land use plan that focuses on the
development and rehabilitation of housing and commercial areas in the Middle Section.
3. Seek funding for the recreational uses and refine the development concept for the area west of
Arcade and adjacent to the Johnson Achievement Plus Elementary School and the East YMCA.
4. Support retention of 3M's presence in the area, including a shift to a research/manufacturing
emphasis.

Reminder:Commissioners are responsible to contact the Secretary if they will not be able to

consecutive unexcused absences could result in removal from the Commission per the Standing
Rules.

Attached is the agenda for the July 28th City Council Budget Committee meeting scheduled for 10:00 a.m.
in Room 330 City Hall. This meeting will not be televised on cabel TV. This is the last of the"educational
budget meetings"which were designed to gather specific information for the City Council in preparation for
the review of the Mayor's proposed 2005 City Budget.
ISHeIp and Citizen Services are respectfully requested to post the appropriate notices for this meeting.
The City Council Budget Committee will begin regular 2005 Budget Committee meetings on
August 18th and will continue meeting weekly until the middle of December.
The agenda for regular budget meetings will be distributed the Friday before the before the meeting.
