PUBLIC HEARING PURPOSE:
To Hear Concerns and Comments From the General Public and Interested
Organizations and Groups Regarding the City's, the Public Library
Agency's and the HRA's (Housing and Redevelopment Authority) 2005
Budgets, Service Levels, and Tax Increment Financing Plans For
Development Activities.
This year the Saint Paul City Council will be hold a comprehensive Public Hearing to hear
concerns and comments about all aspects of the City's proposed 2005 budgets. A person
can come to this meeting and comment on Right-Of-Way Maintenance Assessments, Sewer
Service Charges, and Water Service Rates, and the spending and service delivery plans for
all City departments and offices, the Public Library Agency, the Housing and
Redevelopment Authority, the Saint Paul Regional Water Utility and the RiverCentre
Authority.
Comments and questions about operating budgets, debt service budgets, capital
improvements, re-development projects and tax increment financing plans are welcome at
this hearing. With valuable input from interested citizens, organizations and groups, the
City Council/HRA Board hopes to consider additional options for being responsive to the
service needs of Saint Paul residents and taxpayers.
The amount of property tax revenue for 2005 is the same amount as levied last year for 2004
services. Thus, if any new or higher level services are to be approved for 2005, the added
cost would have to be offset by reductions in other existing City services, or by the
identification of new, non property tax revenues.
