CALL TO ORDER
Shana Morrell, Chairperson, called the meeting to order at 5:40 and welcomed everyone. In lieu of shorter
introductions, the committee took the next 30 minutes to introduce themselves more completely. Members
were asked to give their names, tell where they lived, describe their current employment or volunteer
opportunities, and tell the group about a passion they have. Members who were present got to know each
other better.
DIRECTOR'S REPORT
Rob gave a detailed Director's Report. He began by describing the Case Management services the Department
is mandated to provide. The Alternative Care (AC) program is for persons over 65 years who need services in
their home to remain independent and prevent nursing home placement. The Community Alternative Care
(CAC) program is for persons under age 65 years, who are eligible for Medical Assistance (MA), certified as
disabled, needing services in their home to prevent hospitalization. In the Preadmission Screening Program,
public health nurses and social workers evaluate the client's current living situation and needs. They
recommend services ranging from home care services to supportive living arrangements to skilled nursing
facilities. The Personal Care Attendant (PCA) Assessments program is a Medical Assistance funded program
for physically and mentally challenged adults and children. Its purpose is to provide home-based personal care
services in order to support independence in the community. The Elderly Waiver (EW) program is for persons
over 65 years eligible for Medical Assistance and needing services in their home to remain independent.
Ramsey County received $250,000 to continue the funding of ANSR. This will keep the tobacco prevention
coalition together and functioning. As mentioned last meeting, Commissioner Rettman worked with
Environmental Health staff to create and implement a new program of scrub and tree waste disposal at the yard

waste management sites. The tree waste will be burned as a fuel in the District Heating Plant. Rob addressed
the Blue Ribbon Committee on Health last month. The Committee is considering the merger of the Hennepin
County and Minneapolis Health Departments. Rob spoke about the experiences encountered bringing the
Ramsey County and City of St Paul Departments together. The Minnesota Department of Health has instituted
a "Cover Your Cough" campaign to help deal with the impending flu epidemic. Rob is representing public
health on the Asthma Coalition. His expertise is in environmental conditions. The Lead Unit plans to use
some of the techniques it has developed to control and mitigate lead on asthma environmental problems.
Healthy homes are a priority for the Department.
The Policy and Planning Section will bring the new format for measuring program outcomes to the CHSAC
early next year.
ORIENTATION TO COMMUNITY HEALTH SERVICES IN MINNESOTA
Next May, public health in Ramsey County will be 150 years old. A committee has been formed to design and
provide education opportunities during several civic events over the summer months. The theme for the
celebration will be handwashing to prevent the spread of disease. Rob pointed out that after 150 years, public
health has not strayed far from its roots.
Rob challenged the CHSAC Committee members to Ask, Advise and Advocate, the 3 A's. Members should
always Ask questions that will challenge Rob, Dick and the staff. We may not always have the answer
available immediately, but we will get the answer. He noted that the purpose of the Committee is to advise the
Director and the elected officials and staff. There is a tremendous amount of expertise on the committee. The
third point is to Advocate for the programs and policy decisions of the Department, the County Board and the
City Council. They bring a point of view from the community and need to go back and advocate to their
community. Although the CHS Advisory Committee is no longer a state mandate, Rob plans to continue to
work with the Committee indefinitely.
There is one other advisory committee in the Department and that is the Solid Waste Advisory Committee. It
is made up of 1/3 industry members, 1/3 local elected officials, and 1/3 community members. The committee
is being re-convened to consider a revision to the Ramsey County Solid Waste Ordinance.
On December 17, 1996 the City Council and County Board signed a resolution to bring the two health
departments together under the County. Staff worked for 6 months to make that happen in July 1997. There
are distinct work cultures based on the sites and the activities they are involved with; clinic-based versus home-
visiting. Some staff work together all day as a team and other staff work independent of their colleagues.
Rob mentioned that another Employee Survey would be conducted in the year 2004.

1976 Community Health Services Act due to the need to radically re-organize and focus public health - 2,100
boards of health in MN re-organized to 50, 23 single counties, 23 multiple counties and 4 metro cities
1987 Local Public Health Act— to establish impro ved public health partnerships
between state and local government Chapter 145A clarified roles,
promoted communication, a few mandates, many shared goals, coordinated
policy development
2003 Changes to the Local Public Health Act, local agencies no longer required to submit a Community
Assessment and Plan to MDH, instead they are required to establish local public health priorities based on
an assessment of community health needs and assets; and determine the mechanisms by which the
community health board will address the local public health priorities...and a chieve statewide
outcomes...within the limits of available funding" and every five years notify the Commissioner of local
priorities and submit an annual report.

PERSONAL RAPID TRANSIT — HOW TO ALTER THE IMPACT OF AUTOMOBILES
ON PUBLIC HEALTH
Jack Rossbach, a member of the CHSAC for a number of years, has been volunteering his time and talents on
a project called the Skyweb Express. This project is a personal rapid transit system, on-demand and available
24 hours a day, 7 days a week and is accessible to everyone regardless of physical condition. The PRT is a
safe, energy efficient and inexpensive mode of transportation. Citizens for PRT is a non-profit, grass-roots,
volunteer organisation in Minneapolis. Jack pointed out a report that presents the strongest evidence yet
linking air pollution in many U.S. cities with fatal lung cancer.
JAMA:http://jama.ama-assn.org. Jack also presented a Finnish study that links pollution with heart disease.
Dick mentioned that the Committee would continue to investigate issues of air pollution and public health in
Ramsey County at the January meeting.

CHAIRPERSON'S REPORT
Shana presented a resolution developed by staff regarding the testing of"at-risk" children for exposure to
Lead. After some discussion, the resolution was passed unanimously.
The resolution reads as follows:
Whereas, Lead poisoning in children is a significant public health problem; and
Whereas, The Saint Paul - Ramsey County Community Health Assessment has shown that, while
progress has been made in the reduction of lead poisoning, there are still a lot of children at risk of lead
poisonings in Saint Paul and Ramsey County; and
Whereas, There are clear economic and health benefits to Saint Paul and Ramsey County in reducing
the incidence of lead poisoning in children; and
Whereas, Lead poisoning is a preventable disease, with public health interventions that are readily
available in Saint Paul and Ramsey County; and
Whereas, In 1996, the City of Saint Paul and Ramsey County approved a Joint Powers Agreement
(JPA) for Public Health Services effective July 1, 1997; and in 1998 the City of Saint Paul and Ramsey County
approved a second Joint Powers Agreement (JPA) for Lead Hazard Control and Reduction Services; and
Whereas, The United States Department of Housing and Urban Development (HUD) has awarded
funding to the Department for funding of lead hazard reduction, and Department of Public Health's Lead
Hazard Reduction Program has successfully researched and remediated sources of lead poisoning in Ramsey
County, substantially reducing the risk of children to lead poisoning; and
Whereas, Medical testing of children for elevated blood lead levels is a key public health tool in
reducing the incidence of lead poisoning, and the Minnesota Department of Health has guidelines for testing of
children at risk of lead poisoning. Now, Therefore, Be It
Resolved, The Saint Paul - Ramsey County Community Health Services Advisory Committee
(CHSAC) hereby recommends that the Department of Public Health make prevention of lead poisoning one of
its priority issues for 2004, and sets a goal of eliminating lead poisoning by 2010. Be it Further
Resolved, the CHSAC insists that medical providers test all children in Ramsey County that are at risk
of lead poisoning, in accordance with MDH guidelines. Be it Further
Resolved, the CHSAC calls upon policy makers at the municipal, County and State level to assure that
policies and funding are in place to assure that the public health and health provider community can achieve the
goal of eliminating lead poisoning by 2010. Be it Further
Resolved, The CHSAC hereby directs the Chair of the CHSAC to communicate the contents of this
resolution as appropriate.

The Phalen Westminster master plan summary, a part of the Phalen Corridor Development Strategy,
was adopted by the City Council on April 4, 2001. It recommends 292,000 sq. ft. of industrial uses and
13,500 sq. ft. of residential uses in the area west of Westminster Street and south of Whitall Street.
These plans were done as part of the Phalen Corridor project, which is intended to revitalize an
underutilized rail corridor on the East Side of Saint Paul by constructing a new road along the existing
railroad right-of-way. This road will open up the land adjacent to it for new development.
The attached maps show the existing zoning in the study area and the proposed changes. Twenty-two
properties that are now zoned for residential use (RT-1) are recommended to be rezoned for industrial
use (I-1). In addition, two properties that currently have business zoning (B-3) are recommended to be
rezoned to industrial (I-1).
You may testify in person at the public hearing or you may send a letter or e-mail to me with your written
testimony on these zoning changes. Written testimony must be received by 9:00 a. m. January 9. You
