MEMORANDUM
May 5th, 2004
To: All District Councils and Interested Staff and Organizations
Fr: Bob Kessler and Kenneth L. Smith, Council Research
Re: Agenda For May 11th Meeting of the 2004 Committee on Citizen Participation
(10:00 a.m.,North Dale Recreation Center, Dale St. and Arlington Ave.)
We met with Sheila Lynch from District 17, Melissa Mathews from District 12, John Thoemke
from District 6, and Leslie McMurray from District 5 to select a facilitator for the"Kick Off'
meeting of the 2004 Committee on Citizen Participation.
We only received one proposal, that being from the Center for Neighborhoods and it identified
Gretchen Nicholls and Roger Meyer as the co-facilitators. Due to the low turn out for the
meeting, the lack of a sufficient number of proposals, and a genuine concern to keep the cost as
low as possible we suggest that the first meeting be held without a facilitator.
We recommend that the whole group decide on the need for a facilitator after we see how we are
progressing on May 11`h with facilitation support from Council Research.
The Proposed Agenda for the 11"' is on the reverse side of this memo. We have also
enclosed 7 spreadsheets (Three from Bob Kessler and 4 from Chuck Repke)which show various
approaches for determioning a funding formula.
You can reach us at 651-266-8588 (Bob) and 651-266-8589 (Ken).

Proposed Detailed Agenda
(Use Name Tags to Identify Individuals and Their Affiliations)
1. Introduction of those in Attendance—Ask Everyone to Identify Their Key Concern about this
Process. Record Responses on a Flip Chart for Reference Throughout the Duration of the
Committee's Work—Bob Kessler(15 Minutes).
2. Identify and Establish Ground Rules For the Committee's Work--Ken Smith, Council
Research. The Following Grounds Rules Are Recommended: (5 Minutes)
• Everyone Will Have an Opportunity to Participate--the More Talkative Members
Will Be Given Time Limits If Necessary(Use Name Tags to Identify Individuals and
Their Organization/affiliation)
• Insure a Balance to All Points of Discussion by Covering All Sides of an Issue

3. Description of the Process—see If We Can Tackle the Three Sub Committee Areas in
Sequence Starting with the Sub Committee on Funding on May 11th. (All Committee Work
Could Then Be Supported by Council Research)
A. Start the Discussion on May 11`h by Identifying the Various Needs of Each District
and Then Identifying Three to Five Factors That Address a Majority of These Needs
That Could Be Included in a Weighted Formula. (Formula Options Are Included with
this Agenda and Will Also Be Available on the 11th)
B. Make the Decision on a New Weighted Funding Formula on May 18th. Include the
Following Factors:
• Consider Various Phase-in Processes or Methods
• Develop a More Workable Boundary Change Process for Future Use
• Meet until the Work Is Done and a Recommendation Is Approved by Majority
Vote of the 17 District Councils. (One Council-one Vote)—this Implies That
the Most Difficult Decisions Would Be Made on the 18th of May
C. Complete the Work of the Sub Committee on Inclusiveness on May 26th
D. Complete the Work of the Sub Committee on Staff Support on June 1st
E. Use June 8th and 15th as Back up Dates If Needed
