AMENDMENTS TO THE SIGN ORDINANCE
The City Council of the City of Saint Paul will hold a public hearing on proposed Legislative
Code amendments to the sign ordinance, sign permit fee schedule and certificate of insurance
requirements for public right-of-way encroachments and barbed wire fences. The changes are in
five separate ordinances and the portions in the zoning code have been reviewed and are
recommended for approval by the Planning Commission. The purpose of the amendments are to
require a license for sign companies which offer sign space for rent and to increase the annual
license fee; clarify that no permit is required for changing the message of a sign designed to have
changeable copy but that a permit is required for the refacing of any other sign; allow for the
removal of abandoned signs after one year; require a permit for temporary billboard extensions,
currently allowed for up to 90 days a time and up to 180 days per year per sign; allow for an off-
site directional sign for institutions; require a permit for temporary signs larger than six (6)
square feet in area; changes and increases in the sign permit fees and adding an annual
registration fee for encroachments into public rights-of-way and barbed wire fences.
