Community Residential Facilities and Roominghouses Zoning Study
The Saint Paul City Council will hold a public hearing on proposed amendments to the Zoning Code that affect
roominghouses in the I2 industrial zoning district. A number of other minor technical amendments are also
included. The impetus for this study is a proposal by Catholic Charities to build a new 120-bed residential
facility for chronic inebriates and long-term homeless men in the West Midway area.
Under the St. Paul Zoning Code,the housing serving the chronic inebriates is classified as a Community
Residential Facility, Health Dept. Licensed facility. The Zoning Code classifies the housing serving the long-
term homeless as a roominghouse. Community Residential Facility, Health Dept. Licensed facilities are a
conditional use in the I2 zone, which is the zoning of the proposed new location. Roominghouses are currently
only permitted in multi-family residential and traditional neighborhood zones.
Overview of recommended amendments:
• Add roominghouses as a conditional use only in the I2 zone, with the required condition that the
roominghouse be co-located with a Community Residential Facility, Health Dept. Licensed facility.
• Do not remove or change the bed limit, minimum lot size, 1,320 ft. distance requirement, 1%
population cap, or parking requirements for Community Residential Facility, Health Dept. Licensed
facilities, or the minimum lot size and parking requirements for roominghouses. Require the Catholic
Charities project to apply for modifications of these requirements as necessary.
• Make a number of minor amendments that simplify zoning code language and clarify intent. These
amendments are not necessary for the Catholic Charities project,but will improve the code.
These amendments were recommended by the Planning Commission on April 22, following a public hearing on
March 11, 2005.

that the City Council holds public hearings two times a month, and there will be other public hearings on the
schedule. The public hearings portion of the City Council meeting will start at 5:30 p.m. The City Council
agenda for June 1 will be posted on the City's website by the Thurs. or Friday before the meeting at
www.ci.stpaul.mn.us
