REZONING OF KOCH MOBIL SITE TO TN3 AND C/r 05
ADOPTION OF VICTORIA PARK MASTER PLAN
The Zoning Committee of the Saint Paul Planning Commission will hold a public hearing on
Thursday, May 12, 2005 at 3:30 p.m. in the Council Chambers (3rd Floor City Hall), 15 W.
Kellogg Boulevard, to rezone the Koch Mobil site at W. 7th and Otto streets to TN3 Traditional
Neighborhood District and to adopt the Victoria Park Master Plan. All interested persons are
encouraged to attend and address the Zoning Committee on this matter. The applicant for the
rezoning is the Saint Paul Housing and Redevelopment Authority.
The site is currently zoned B3 General Business District, 13 Restricted Industrial District and
RC4 River Corridor Urban Diversified Overlay District. The areas zoned B3 and 13 would be
rezoned to TN3; the RC4 boundaries remain the same. The rezoning is the first step to
redevelop the entire site as a mixed-use urban village (Victoria Park), including new streets,
850+ housing units, 5,000 square feet commercial space, and public and private green space.
The Victoria Park site is 65 acres in size; however, at this time, only 30 acres are being
proposed for rezoning. It is the intention that the remaining 35 acres will be rezoned to TN3 at
some point in the future.
A master plan is required because the area proposed for rezoning is greater than 15 acres in
size. The Victoria Park Master Plan lays out key physical elements of the site, including:
1. A street and block system where blocks are generally 300' by 300'.
2. A hierarchy of street types, including primary and secondary neighborhood streets, and
alleys.
3. A diverse residential unit mix, ranging from senior assisted living to single-family
detached units (total number= approximately 850 units).
4. 5,000 square feet of retail in a mixed-use building along W. 7th Street.
5. Building heights that range from 2-10 stories. (Note: Some of the maximum building
heights planned for the neighborhood will require subsequent conditional use permits
and variances.)
6. A central green, 300' by 600', that will function as a large recreational and gathering
space for residents and visitors.
7. All required parking provided completely underground; tucked under units (but above-
grade); detached from or attached to the principal dwelling; and on-street.
The Master Plan contains a series of graphics showing public realm, street classification, public
utilities, building types and heights, parking and development phasing. One of these graphics,
the Illustrative Plan, is on the other side of this sheet. A full copy of the Master Plan is available

4. DISCUSSION ITEM:
2006 Budget Update: The handouts that were mailed were discussed with some thoughts
on how to reduce maintenance costs in August.
5. DIRECTOR'S REPORT:
A copy of the Director's report was mailed to the Park Commissioners the previous week.
Discussion included:
The existing Mississippi River Blvd trail needs to be replaced, temporary fill in of
cracks.
The Kaboom ribbon cutting will be at 2:30 p.m. on Saturday, May 14th.
6. SUBCOMMITTEE AND TASK FORCE REPORTS
a. Bicycle Advisory Board-May 19th is the Bike to Work event, starting at
the Como Streetcar Station. Handout of the"Midway in Motion"
brochure.
b. Phalen Corridor-will be meeting next week. Won Minnesota
Environmental Initiative Award for the 2nd time.
c. Park Dedication- Meeting included PED,Park&Rec staff, Park
Commissioner Middleton, Assistant City Attorneys, five representatives
from Friends of the Parks and Trails: met with John Shardlow from
Dahlgren, Shardlow and Uban. Working on developing a proposal for
Park Dedication fees that would apply to all redevelopments.

Commissioner Middleton motioned to adjourn at 8:30 p.m., and 2nd by Commissioner
Kelly.
