Vice Chair, Jack Rossbach, called the meeting to order at 5:35.
Enforcement of the Ramsey County No Smoking Ordinance
Zack Hansen, Environmental Health Section Manager, gave an overview of the enforcement
plan for the ordinance. The ordinance becomes effective on March 31, 2005. The
enforcement will be somewhat complicated. He reviewed a flow diagram chart that will help in
making decisions about which establishments are exempt from the ordinance. The Section
has developed a communication strategy that includes mailings to all 1,800 establishments.
The bottom line for establishments is, if you want to be exempt from the ordinance, you must
apply and pay a fee. The $100 fee is expected to cover most of the costs during this intensive
6-month period of education for both establishments and citizens. The ordinance applies to
indoor areas only, not the outdoor seating areas of food establishments. There are
requirements in the ordinance for the posting of signs instructing people to refrain from
smoking. Examples of the signs are available from the Ramsey County Smoke-Free Coalition.
The MN Clean Indoor Air Act remains in effect in addition to the County Ordinance. Several
bills have been written and sent to the Capitol to strengthen and expand the MCIAA and
coordinate the smoke-free ordinances that have been enacted around the state. The County
ordinance can be seen on the County's web site. The ordinance and instructions regarding

how to comply are available in English, Spanish and Hmong. It may be available in Somali,
Chinese and Russian in the future.
Violence Prevention Programs
Donald Gault, Healthy Communities Section Manager, and Darlene Simmons, Program Staff,
presented information on several of the Section's Violence Prevention Programs: Welcoming
Places, the Men's Line (612-379-MENS), A Quick Guide to Being a Dad and Wakanheza.
Violence prevention programs began in Ramsey County in the 1980s. Don pointed out that
the Section works with groups (faith, media, health care and others) to promote and organize
violence-free communities. They create "community action teams" that do organizational
advocacy. The Section prioritizes these areas: Hmong health, healthy youth development
and violence prevention). The emphasis is on prevention rather than intervention. Donald
said that prevention could be made simple. On January 1, 2005 the Section acquired Sexual
Offense Services. Several stories of"success" were shared with the committee members.
There have been over 5,000 calls to the Crisis Connection, most calls about breaking isolation.
There appeared to be a lot of interest in hearing more detail about these programs. Jack
asked staff to return to the Committee at a future date.
. Chair's Report
Jack Rossbach distributed a brochure from the Minnesota Universal Health Care Coalition
regarding a Universal Single Payer health care system.
Director's Report
Rob gave his report and started with Hmong Refugee health. The concerns about tuberculosis
(TB) that led to the recent suspension of resettlement of Hmong refugees from Thailand do not
pose an immediate health risk to the general public in Minnesota. Refugees coming to the
United States from any area of the world are screened for TB while still overseas and again
soon after arriving in Minnesota. Active TB disease occurs in small numbers throughout
Minnesota every year. All cases of active TB, including any found among new refugees, are
reported to the appropriate public health authorities for follow-up. Follow-up provided by local
health departments prevents the disease from spreading to other people by ensuring that the
person with TB disease completes treatment and that their close contacts are located,
evaluated, and treated (if infected).
Regarding the state budget, it appears that the local public health grant will remain the same
and Ramsey County does not expect to lose any additional government aid. Ramsey County
will begin a budget development process for the years 06/07 in March.
Several Public Health Department staff will be attending bioterrorism/emergency
preparedness/incident management training in Anniston, Alabama (Fort McCullen) in
February.
The Department has hired Julie Seiber as the STEPS Grant Coordinator. Julie is a nutritionist
that has been working in the Environmental Health Section.
A joint Hennepin-Minneapolis-St Paul/Ramsey County CHS Advisory Committee is being
planned. September is the next opportunity to have an evening meeting. Preventing obesity
in children and the STEPS grant implementation are the likely agenda topics.

The Department's 2003 Disease Morbidity and Mortality Report was distributed and discussed.
Next Meeting
The next meeting is scheduled for March 2, 2005 and the topic may be Community Clinics.
The meeting was adjourned at 7:30 pm.

Take 94 or 35E towards downtown St. Paul area. Look for the Highway 52 exit.
(On 35E this will be a left exit). Take 52 south over the Lafayette Bridge to the
Concord Street exit. Turn right at the end of the exit ramp. (Note-you will see
signs for Cesar Chavez street as you turn right). Proceed on Cesar Chavez
street approximately %2 mile to the controlled intersection with State Street. La
Clinica /West Side Community Health Services is just past the intersection on
the right.
If traveling by freeway from the south:
Take Highway 52 north to the Concord Street exit. Turn left at the exit and follow
remaining instructions above.
If traveling via city streets:
La Clinica can be easily accessed via Wabasha or Robert Street. If you travel by
city streets, please note that our dental clinic is on the corner of Cesar Chavez
and Robert Street. The medical clinic building where the meeting will be held is
one block east of the dental clinic building.

NOTICE OF PUBLIC HEARING
AMENDMENTS TO THE SIGN ORDINANCE
The Planning Commission of the City of Saint Paul will hold a public hearing on proposed
amendments to the sign ordinance of the zoning code. The purpose of the amendments are to
require a license for sign companies which offer sign space for rent and to increase the annual
license fee; clarify that no permit is required for changing the message of a sign designed to
have changeable copy but that a permit is required for the refacing of a sign; allow for the
removal of abandoned signs after one year; require a permit for temporary billboard extensions,
currently allowed for up to 90 days a time and up to 180 days per year per sign; allow for an off-
site directional sign for institutions; and require a permit for temporary signs larger than six (6)
square feet in area. There are also amendments proposed to the Legislative Code regarding
changes and increases in the sign permit fees and adding an annual registration fee for
encroachments into the public right-of-way and barbed wire fences. These amendments do not
require Planning Commission review, but will be presented to the City Council along with the
sign ordinance amendments. However, comments can be made at the Planning Commission
public hearing on any of the proposed amendments.
The hearing will be held before the Planning Commission's Zoning Committee on:

Community Residential Facilities and Roominghouses Zoning Study
The City of Saint Paul Planning Commission will hold a public hearing on proposed amendments to the
Zoning Code that affect certain types of community residential facilities and roominghouses in industrial
and downtown zoning districts. The impetus for this study is a proposal by Catholic Charities to build a
new 120-bed residential facility for chronic inebriates and long-term homeless men in the West Midway
area.
Proposed changes to the Zoning Code include:
• Eliminating the 1%planning district population cap for certain types of community residential
facilities in industrial zoning districts.
• Increasing the permitted number of beds for community residential facility-health department
licensed facilities only in downtown and industrial zoning districts.
• Reducing lot area size requirements and providing for the possibility of reduced parking
requirements for community residential facility-health department licensed facilities in industrial
zoning districts.
• Adding rooming/boardinghouses as permitted uses in downtown and industrial zoning districts.
• Adding a requirement that rooming or boardinghouses over 16 beds in size in industrial zoning
districts be owned and/or managed by a non-profit,religious, or charitable organization and be a
minimum distance of 1320 feet from any type of community residential facility, overnight
shelter, shelter for battered persons,or transitional housing facility.

SECURITY CHECKPOINT INFORMATION
Stop by the information booth near the tram station on the Tram Level. At the information booth, you
will be asked to complete a security checkpoint access form and show valid, government-issued
photo identification, such as a driver's license. Take your completed access form with you up two
floors, to the Ticketing Level security checkpoints. Show your approved access form to security
checkpoint personnel. You will then be screened just as if you were traveling. Access forms are only
valid for the purpose of attending a public MAC meeting at a particular date and time.
Commission Chambers are located on the Mezzanine Level overlooking the airport's central shopping
area (above Chili's Restaurant), past the main security checkpoints.
Allow yourself at least 30 minutes to park, complete the access form and get through the security
checkpoint prior to the meeting.
Parking will be validated; please bring your parking ticket to the meeting.
Directions to the Tram Level Information Booth
From short-term parking: At the Lindbergh Terminal entrance, take the escalator or elevator down
to the Tram Level. The information booth is straight ahead, in the center of the room.
From general parking: If you park in the Blue or Red ramps, take the elevator down to the tram,
which will transport you directly to the Lindbergh Terminal's Tram Level. When you exit the tram, the
information booth is straight ahead, in the center of the room: If you park in the Green or Gold
ramps, take the skyway to the Lindbergh Terminal's Mezzanine Level. From there, take an elevator
or escalator to Tram Level. The information booth is straight ahead, in the center of the room.
