APPEAL City Council decisions are subject to appeal to the Ramsey County District Court. You
must first file a notice stating the grounds for the appeal with the City Clerk within 20
days after the order adopting the assessment. You must also file the same notice with
the Clerk of District Court within 10 days after filing with the City Clerk.
NOTE: Failure to file the required notices within the times specified shall forever
prohibit an appeal from the assessment.
Section 64.06 of the Saint Paul Administrative Code requires regular assessment
payments to be made even if an assessment is under appeal. If the appeal is successful,
the payments including interest will be refunded.

State Fair Vending Zoning Study

On Friday,April 22, 2005,the Saint Paul Planning Commission will hold a public hearing on the
State Fair Vending Zoning Study to consider these proposed amendments to the Saint Paul
Zoning Code. The Planning Commission's recommendation will be forwarded to the City
Council for final consideration and action.
The Saint Paul City Council approved a State Fair Parking Overlay District in 1989, in the area
of the city generally located east of the State Fairgrounds and west of Como Park(the exact
boundaries are identified in the State Fair Overlay Map of the Zoning Code). This overlay
district permits area residents to use required side and front yards for parking of vehicles during
the period of the Minnesota State Fair,with permission of adjoining property owners. More
recently, some residents within the State Fair Parking Overlay District have permitted vendors
and exhibitors to display goods and services for sale or examination on their yards.
Representatives from the City of Saint Paul,the District 10-Como Park neighborhood, and
affected residents have determined that revisions to the State Fair Parking Overlay District would
be the best way to regulate these uses to protect the public health, safety,morals, aesthetics,
economic viability, and general welfare of the neighborhood and the City.
The proposed amendment identifies an area along the east side of Snelling Avenue to Canfield
Avenue and one block of Midway Parkway just east of Snelling as areas where this kind of
commercial activity can take place. It identifies activities that are prohibited, requires a 3 ft.
setback from property lines, and limits the number of vendors per property, the hours of
operation, and size and number of signs. It also requires an annual permit for residents who
intend to use their yards in this manner. Consent of neighbors on either side of the property must
be provided before the permit will be issued. An annual fee of$100 per parcel is proposed.
