then have the opportunity to pay all or part of your assessment within 30 days without
interest. Any remaining balances will be collected with your property taxes over a
period of 1 to 20 years. Partial payments of$40.00 or more will be accepted at any
time.

FOR DISCUSSION
Vice Chair Lantry substituted for Chair Harris. A quorum was not formed, therefore voting could
not take place at the beginning of the meeting for agenda items #1 and#2. Vice Chair Lantry
recommended returning to vote on these items once a quorum was foiiiied. She also indicated item
#2 was going to be laid over for next month and suggested starting with item #3, an Information
Report on the 2007 Needs and Resource Assessment.
3. Infoliiiation Report on 2007 Needs and Resource Assessments.
Interim Library Director, Kathleen Flynn stated this report was included in the board
packets and at the board's request at completed a medium range, multi-year Needs
Assessment. She asked the Board if they wished to discuss any of the items listed on the
Needs Assessment or if they first wanted to have a chance to review them.
Vice Chair Lantry stated she was unsure if the Board had a chance to review the report to
ensure priorities weren't missing or if items had to amended.

Commissioner Helgen stated he was glad to see the first thing on the list was a security
guard for the Rice Street Branch Library.
Ms. Flynn agreed with Commissioner Helgen's comments.
Commissioner Helgen stated it was a good idea for the Library to complete a Needs
Assessment, mainly because he is concerned with the budget situation involving the 20
million dollar gap. He stated the city would check to see if such things as levy increases and
aid potentials are available. However, he doesn't see a scenario where there would be
enough money from the legislature or the levy to meet the gap without some sort of funding
reductions. He stated he is struggling with this situation and with the concern the Board had
two years ago during the budget process when they discussed increasing the levy amount.
He realizes there are a lot of special needs in the system but is unsure where the money will
come from to address it. And highly doubts if the Friends of the Library are in any position
to come up with a million dollars of operating cash. Commissioner Helgen stated the good
thing about completing a Needs Assessment is it allows the Board some strategic thinking
and regardless of what happens security guards are needed to keep the libraries open
Ms. Flynn stated she understood how complicated and challenging the budgeting problem is
for the city, and as one of the city's departments will work in consortia or in consortium
with the other departments. She agreed with Commissioner Helgen's remarks regarding the
importance of getting the library's needs out there to help plan for the future, and that the
Library should list which priorities are most important to them. Therefore, when the Board
reviews the library's budget and compares it to the other department budgets, they would be
able to see those priorities. Ms. Flynn stated she understood it was a big burden but
unfortunately did not have a solution.
Commissioner Helgen stated he appreciated the time Ms. Flynn took to compile a good
thoughtful Needs Assessment and appreciated the manner in which she completed it. He
stated it was an honest assessment which lists what the needs are and feels it puts the Board
in a much better spot to work with and allows a better job to prioritize. He was also
impressed with the long team look and real focus investment surrounding the technology
structure
Vice Chair Lantry stated she's certain as they continue going through this process, in
general, the Needs Assessment will at certain points be refined and changed. She stated at
this moment, these are the Board's priorities to help set the budget. And feels this is
something that should always be included as part of the library's board packet, especially if
the Board has to move things around as needs become more apparent or if they need to

4 WHEREAS,the final report of the Saint Paul Public Library Funding Task Force recommendation was for the Library Agency
5 to rely on property taxes as the primary source of funds for the operating budget, and

7 WHEREAS, an initial step in this effort was taken in 2006 when approximately$300,000 in Local Government Aid was
8 replaced by an increase of 3% in the property tax levy for the Library Agency,and
9
10 NOW THEREFORE BE IT RESOLVED,to structure a definitive policy on this item, it is proposed that the Library Agency
11 share of Local Government Aid be frozen at the 2006 amount of$4,966,891 and an annual threshold of a 3%reduction be
12 established,

14 AND THEREFORE BE IT FURTHER RESOLVED,that the reduction amount may be increased if other demands on the tax
15 levy are limited,

17 AND BE IT FINALLY RESOLVED,that this policy remain in effect until all Local Government Aid in the Library Agency

Vice Chair Lantry substituted for Chair Harris. A quorum was not formed, therefore voting could
not take place at the beginning of the meeting for agenda items #1 and#2. Vice Chair Lantry
recommended returning to vote on these items once a quorum was formed. She also indicated item
#2 was going to be laid over for next month and suggested starting with item #3, an Information
Report on the 2007 Needs and Resource Assessment.
3. Information Report on 2007 Needs and Resource Assessments.
Interim Library Director, Kathleen Flynn stated this report was included in the board
packets and at the board's request at completed a medium range, multi-year Needs
Assessment. She asked the Board if they wished to discuss any of the items listed on the
Needs Assessment or if they first wanted to have a chance to review them.
Vice Chair Lantry stated she was unsure if the Board had a chance to review the report to
ensure priorities weren't missing or if items had to amended.

Commissioner Helgen stated he was glad to see the first thing on the list was a security
guard for the Rice Street Branch Library.
Ms. Flynn agreed with Commissioner Helgen's comments.
Commissioner Helgen stated it was a good idea for the Library to complete a Needs
Assessment, mainly because he is concerned with the budget situation involving the 20
million dollar gap. He stated the city would check to see if such things as levy increases and
aid potentials are available. However, he doesn't see a scenario where there would be
enough money from the legislature or the levy to meet the gap without some sort of funding
reductions. He stated he is struggling with this situation and with the concern the Board had
two years ago during the budget process when they discussed increasing the levy amount.
He realizes there are a lot of special needs in the system but is unsure where the money will
come from to address it. And highly doubts if the Friends of the Library are in any position
to come up with a million dollars of operating cash. Commissioner Helgen stated the good
thing about completing a Needs Assessment is it allows the Board some strategic thinking
and regardless of what happens security guards are needed to keep the libraries open
Ms. Flynn stated she understood how complicated and challenging the budgeting problem is
for the city, and as one of the city's departments will work in consortia or in consortium
with the other departments. She agreed with Commissioner Helgen's remarks regarding the
importance of getting the library's needs out there to help plan for the future, and that the
Library should list which priorities are most important to them. Therefore, when the Board
reviews the library's budget and compares it to the other department budgets, they would be
able to see those priorities. Ms. Flynn stated she understood it was a big burden but
unfortunately did not have a solution.
Commissioner Helgen stated he appreciated the time Ms. Flynn took to compile a good
thoughtful Needs Assessment and appreciated the manner in which she completed it. He
stated it was an honest assessment which lists what the needs are and feels it puts the Board
in a much better spot to work with and allows a better job to prioritize. He was also
impressed with the long term look and real focus investment surrounding the technology
structure
Vice Chair Lantry stated she's certain as they continue going through this process, in
general, the Needs Assessment will at certain points be refined and changed. She stated at
this moment, these are the Board's priorities to help set the budget. And feels this is
something that should always be included as part of the library's board packet, especially if
the Board has to move things around as needs become more apparent or if they need to
move anything within the list. She stated it was a good idea to have as a reminder and
thanked Ms. Flynn for the infoiiiiation.
