1. AGENA, MINUTES,INTRODUCTIONS,ANNOUNCEMENTS
a. Meeting was called by Commission Chair Wasley at 6:30 p.m.
b. The agenda was approved by Commissioner Middleton and 2nd by
Commissioner Byrne.
c. The minutes from the December meeting were approved by Commissioner
Kayser and 2nd by Commissioner Middleton
2. ACTION ITEMS
a. Resolution 06-01 Park Dedication Ordinance. With much discussion on this
ordinance with updated background information, comments by visitors at this
meeting, and Phil Carlson's discussion on the formula, it was motioned by
Commissioner Kayser and 2nd by Commissioner O'Halloran (with a vote of 7
to 0 with one commissioner absent for voting) to lay over this resolution until the
February meeting so there could be more input from Developers on the impact of
this resolution.
b. Resolution 06-02 Memorandum of Understanding with the Twin Cities Salvation
Army. Motion was made by Commissioner Kayser and 2nd by Commissioner
Kelly. Vote was 7 to 0 with one commissioner absent for voting. This motion
passed with the concern by Commissioner Kayser that there are prayer services
with Salvation Army and to investigate the issue of discrimination.
3. DISCUSSION ITEMS
a. Review of 2005 Commission Activities. Copies of 2005 calendar and 2006
calendar were distributed.
b. Discussion of February 9 Mayor-Council Commission Meeting. It was
recommended the Managers summaries will be held over until the March meeting,
so that the Park Ordinance Resolution could be brought back for the February
meeting.
