a. Meeting was called by Commission Chair Wasley at
b. The minutes from the February meeting were approved by Commissioner Kelly
and 2nd by Commissioner Middleton.
c. The agenda was approved by CommissionerKayser and 2nd by Commissioner

2. ACTION ITEMS
a. Resolution 06-08 Recommendation on 2006-2010 Division's Strategic Plan
Motion was made by Commissioner Kayser and 2nd by Commissioner Kelly
Vote was 8 to 0 with 1 absent.
b. Resolution 05-09 University of St Thomas Summit Avenue Pedestrian
Management Plan Proposal. It was noted before the motion that Commissioner
Kayser will not be participating in this resolution, due to a conflict of interest.
Doug Hennes made a presentation and answered questions regarding this
proposal. Motion was made by Commissioner Byrne and 2nd by Commissioner
Kelly. Vote was 7 to 0 with 1 absent and 1 abstained.
3. DISCUSSION ITEMS
a. Second Shift Implementation Plans
Introduction of Marnie Wells, the Second Shift Coordinator. Marnie indicated the
first meeting of this group will be Thursday, April 27, 4:00 p.m. at Dayton's Bluff
Recreation Center.
b. Como Zoo Exhibit Plans
Liz Anderson discusses the plans for the Polar Bear Exhibit and the Gorilla
Exhibit. Drawings were circulated and hopefully construction will begin in 2008
(with two years to complete)
c. Jimmy Lee Oxford Pool Business Plan
Construction and demolition will begin in May—this will be a four part facility
(Jimmy Lee Recreation Center, Summit University Loft Teen Center, Indoor
Aquatic Facility and St. Paul School District Field House)
d. Watergate Marina Strategic Plan
Vince Gillespie made a presentation including mission statement, goals and
discussed the operating harbor and upper harbor.
d. Parks and Recreation Security Tagging Authority
Eric Thompson, Dawn Master and Frank Loeffelholz made a presentation
discussing the new policy and procedures for authorizes tags for dogs off leash,
dog clean up and unauthorized parking in parks.
4. DIRECTOR'S REPORT
A copy of the Director's Report was mailed earlier in the week. Other discussions:
A draft copy of the annual report was distributed.
Budget update—Improved from $22M deficit to $15M deficit. There are some bills at
the capitol to restore some local government aid. There should be more information
available at the May Park Commission meeting.
Habitat for Humanity Volunteers—May 25 will be Parks and Recreation day—mostly
will be a demolition day. Contact Bob Bierscheid if you would like to volunteer.
5. SUBCOMMITTEE AND TASK FORCE REPORTS
Pigs Eye—this group will meet April 24th at 4:00 p.m. at Battle Creek Recreation Center
Como Park Parking Task Force will meet May 1st, at 4:00 p.m. at the Como Streetcar
Station
2nd Shift Commission will meet April 27, 4:00 at Dayton's Bluff Recreation Center
Jimmy Lee— has not met recently.
Phalen Corridor—has not met recently.
Planning Commission—Citizen's group for comprehensive planning for the city(Carrie
Wasley will be the Park Commission representative.
6. ADJOURNMENT
Commissioner Kayser motioned to adjourn at 8:45 p.m. and was 2nd by
Commissioner Byrne
