Public Health Emergency Preparedness — Robert Einweck, Director of Emergency Preparedness
Robert gave an overview of where we've been, where we are currently and where we need to
go. Prior to 9/11 a comprehensive plan did not exist. There was not integration and no
collaboration. Much has changed. We now are planning, coordinating, assessing, responding,
exercising, communicating, educating and training. Ramsey County has a radio system (800
MHz) with interoperability—the ability to communicate with public works, police, fire, public
health and others. Public Health is considered one of the critical disciplines in the
preparedness plan. When planning for pandemic flu we realized that the Twin Cities hospital
capacity is limited —29 hospitals and 4,300 beds. We have the ability to provide risk
communication via public television and the ECHO (emergency communication and health)
program. The Minnesota Department of Health and local health departments communicate via
the HAN (health alert network). Robert will meet with the committee again to talk more about
pandemic flu and the Medical Reserve Corps.
Director's Updates — Rob Fulton, Director
Rob described the Public Health Center— Don Juenemann Building. The building came under
County control in 1997. Much rehabilitation has been completed — roof, windows, sidewalks,
signage. Additional remodeling will be commenced soon to add a fire suppression system and
new lighting. There are 2 wings and central core. Programs located within the building include:
• administration, lead abatement, prenatal hep B, laboratory, sexually transmitted disease, WIC,

HouseCalls, passports, marriage licenses, clinics, TB, travel immunizations, refugee clinics,
birth and death records, family planning. Ramsey County is selling the Maplewood Library so
the Environmental Health Section will be relocating to the Maplewood office plaza for a period
of time. The STEPS program is working with four neighborhoods, has hired a Somalia health
educator and received an Active Living grant to work on a comprehensive community plan due
in 2008. The program will be purchasing 1,000 park benches to encourage exercise. The
Wakanheza Project creates welcoming environments that make everyone feel comfortable and
welcomed. The program is being implemented in Health Partners clinics and is being
replicated by the Chicago Public Health Department. A new program will address adult
communication with adolescents. The SUPERHOT project was mobilized during several bouts
of hot weather this summer. The Early Childhood Education program is looking for additional
funding. Every dollar spent on early childhood education results in $17 pay off. The health
department hopes to earmark some tobacco settlement funding for these programs. The
County is selling the resource recovery facility (NRG) to private investors.
Next meeting is October 4, 2006. The topic will be the Wakanheza Project and will include an
update and discussion. We will need to start the meeting promptly at 5:30. We will continue to
meet at the Public Health Center, 555 Cedar Street.
