PAYMENT When the construction, which will begin some time after approval of the project, has
INFORMATION been completed or substantially completed, you will be notified of another public
hearing, which will occur either in the same year as the construction or the year
following the construction. This public hearing is called "RATIFICATION OF
ASSESSMENTS", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the time of the Ratification of Assessments public
hearing concerning the number of years the assessment will run and the interest rate.
A few days after the ratification of assessments, you will receive an invoice. You will
then have the opportunity to pay all or part of your assessment within 30 days without

DEFERRED Persons 65 and older or retired by virtue of a permanent and total disability may qualify
PAYMENTS for deferred payment of special assessments. If it would be a hardship and you
homestead the property, you may apply for deferred payment following approval of the
Ratification of Assessments by the City Council.
This plan will defer payment, it will not forgive the payment. During the deferral period
interest will continue to accrue.

CONNECTIONS If the project is for a storm sewer and/or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later date
will be more expensive, we suggest you consider installation of these connections at this
time for vacant properties.
Also, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.
New connections and repaired connections will be assessed.

Jack Rossbach chaired the final meeting of the program year.
Rob Fulton gave the Director's updates that included information on the following topics:
• The County Board will be discussing an ordinance drafted by the Department to deal
with meth labs in homes and public health nuisances. 2/3 of the cities within the County
already have ordinances. The County ordinance would be redundant. Taking Sudafed
meds off the shelves has drastically reduced the number of meth related environmental
problems, however the use of meth is still going up. It is a drug problem of white males
and females.
• The Department will present a workshop on Refugee Health and TB. The anticipated
arrival of the Karen people from Myanmar has not yet occurred. They were prevented
from entering the USA under the terrorist act because of the civil war in Myanmar. Betty
McCollum and Norm Coleman obtained a legislative waiver and now they will be coming
to Saint Paul.
• The American Lung Association of Minnesota has a brochure with a step-by-step way to
reduce asthma triggers in the home. Written in four languages, it will be distributed to
clinics and schools. Contact the ALA for copies. The Department's program to reduce
asthma triggers by supplying mattress and pillow covers, dehumidifiers, hepa vacuums
and 2 visits by public health nurses has reduced visits to hospital emergency rooms and
reduced the need for medications. The cost is $4590/household and we hope to serve
approximately 175 households.

• Commissioner Toni Carter conducted a "Meet the Commissioner" session with
approximately 35 persons to discuss good nutrition, increasing exercise, reducing
stress, and pregnancy care. The River of Life program is about smoking prevention.
• The Department's 2006/07 budget has been approved. There was a possible $278K
shortfall, but that has been resolved. Now the budget process looks at the new
performance goal areas and outcomes. The Department's performance outcomes will
be linked to infection disease prevention and improving children's health. The goals will
be community goals as we work with others to accomplish our mission.
Mr. Jack Rossbach
Jack Rossbach was honored for his 6 years of service on the CHSAC. Jack was recognized
for his dedication, active participation, enthusiasm, lively debates, breadth of knowledge
regarding public and environmental health, and his compassion for the citizens of Ramsey
County.
The Next Program Year (September 06-June 07)
At the last meeting Rob discussed some of the topics that he would like to see presented and
discussed during the next program year.
The topics include:
• Immunizations and the gaps in rates between ages 1 and 5 years old.
• CHS planning. A community assessment is conducted every 5 years. Staff will be
actively engaged in the planning process beginning in the fall of 06. The committee will

focus areas and 6 action plans.
• Staff are beginning to implement what is called Wakanheza "lite" and would like to
present to the CHSAC.
• Universal Health Care coverage for at least children will be a hot topic around election
time and the committee should investigate the ramifications of such a system.
• The committee will be asked to investigate the social marketing of public health.
Committee members came up with additional topics of interest to them and the topics include:
Rhoda — Children's sports injuries and concussions/ prevention and care.
Kristine —Standard Health Care Policy as put forth by Dave Durenberger at the MPHA
Meeting.
Barbara — Emergency preparedness for"Joe" homeowner. This topic will be addressed in
September. Rob mentioned that the City of St. Paul is providing "Bird Flu 101" for employees
so they can prepare themselves and their families so they can continue to work.
Kristine—Services to seniors/the health needs of seniors.

3. Update on the Proposed 2007 Budget and Maximum Property Tax Levy for the Library
Agency.
Melanie Huggins (Library Director)presented a power point slide presentation on the
Mayor's Proposed 2007 Library Budget. Highlights included:
• Library's levy is part of the overall City Levy
• Property tax increase for the Library Agency is 9.9%.
• $18,099.928 total budget
• 1.2% increase in overall spending from 2006
• • New hours of Service for the Library System
• Adds Wi-Fi to four agencies
• Library materials budget remains the same as 2006

Commissioner Bananav expressed concern regarding the elimination of Sunday service at
Merriam Park Branch Library.
Ms. Huggins stated the library is doing what was recommended by staff and consultants in
the strategic planning process, which was to create an overall stronger library system.
Ms. Huggins discussed the new library hours and explained the following:
• No reduction in the total number of library hours open per week
• Longer hours switched to larger branches with more materials and staff
• 5 agencies open on Sundays-including Central
• All agencies open during critical after school hours
• More Saturday morning hours at branches
Commissioner Benanav requested information regarding the cost to keep Merriam Park
opened on Sundays and Wi-Fi.
Commissioner Benanav stated Ms. Huggins mentioned the library is going to have to do a
better job marketing itself including the Central Library, while the P.R. position is being
eliminated, so it seems to be a cross purpose.

within the budget to hire the position.
Commissioner Benanav asked what it would cost to retain the positions that are to be
eliminated.
Ms. Huggins replied she would get back to Commissioner Benanav in writing as to what the
cost would be.
Chair Harris stated he didn't want to keep focusing on the Public Relations position, and
asked how the homework centers would be affected if those positions were eliminated.
Ms. Huggins will follow-up in writing.
Commissioner Lantry asked what the fund balance would be after 2007.
Ms. Huggins replied she was unsure and Margaret Egan (Chief Budget Analyst) stated they
would check into those figures and do a general update on fund balances on September 6,
and get the Board that information at that time.
Commsioner Lantry expressed concern over the city policy of maintaining a 15% fund
• balance in the general fund balance. Matt Smith (Financial Services Director) explained the
policies regarding the library agency's and the city's general fund balance, further
discussion to be held on September 6th.

Commissioner Helgen discussed his critical need for a security guard at the Rice Street
Branch Library. He noticed on the Priority A Needs, a security guard at Rice Street and
Wi-fi is not funded.
Commissioner Helgen also noticed the Library was not funding the Tutor.com system,
which he feels is a great tool. He feels the other technology and security pieces that should
be connected to make the system work better and investing in technology are good
investments and will make the system more efficient and accessible 24 hours a day.
Chair Harris agreed with Commissioner Helgen's concerns and stated Ms. Huggins should
continue with her presentation.
Ms. Huggins referred to the Priority Needs slide and discussed how the Mayor's proposed
budget compares with the Library's Board Priority A Needs.
Commissioner Helgen stated the library system is a good system and the award the library
recently received concerning quality of the system, speaks volumes and staff should be
proud. He feels the Library did a reasonable job in terms of the budget target, the library
was given and what is within the policy. He asked what was going to be done with the
Lexington Outreach Branch Library and requested if Lexington was sold could the proceeds
• be placed towards the Library Agency.
Commissioner Helgen expressed his concern regarding his neighborhood and the need to
connect people with job opportunities because there are not enough nonprofit providers to
provide service in the community. He stated the workforce center locations were not
conveniently located and asked if they could work together to pilot a career center, an
affiliated site at the Rice Street Branch Library.
Ms. Huggins stated she is currently in discussions with Lifetrack staff to have ongoing
courses at the Rice Street Branch Library with Lifetrack's resources. She also would like to
develop a deeper partnership with other partners, whether it be the Workforce Center or with
Workforce Solutions so all of the locations could have those resources,besides just Rice
Street
Commissioner Lantry commented on the sale of the Lexington Outreach Branch Library and
budgeting for sale proceeds.
Mr. Smith explained that in the plan for the 2004 Library bond issue, proceeds from the sale
were directed to the Library Debt Service Fund.
He agreed with Commissioner Lantry's comment that it is a one-time revenue source and it
would be appropriately spent on one-time expenditure.
• Ms. Egan stated they would research the issue of the sale of the Lexington site to figure out
how it can be part of the financing for the Library Agency.
Commissioner Lantry followed-up on the Priority A Needs which were not funded, and
agreed with Commissioner Helgen's comments regarding security guards at Rice Street and
Sun Ray because if people don't feel comfortable or safe going to the library,

then all the work with expanding services would be useless.
Commissioner Lantry would like an ongoing source of funds located to address security
issues before some sort of incident occurs
Chair Harris stated he agreed with Commissioner Lantry's thoughts and perhaps Ms.
Huggins could figure out a strategy as we go through this process. Chair Harris definitely
thinks that is a priority among us because it is a common sense activity. He stated they are
today to review the preliminary budget overall, Mayor Coleman gave his budget
presentation last week and we are going to use it to set our maximum levy.
Commissioner Lantry would like to get an estimate for what security would cost.
Ms. Huggins replied the cost is about$35,000 annually to have those locations covered in
high traffic times, if you want more coverage then cost would increase to the $50,000 range
annually.
Commissioner Lantry stated that is per branch so we are talking about $100,000.
Ms. Huggins replied yes, if you want two full time security guards.
IPCommissioner Lantry stated so it is only$100,000 of the ongoing cost in the levy that the
library is proposing. She is trying to get a sense of what percent increase that would be.
Commissioner Helgen stated this is why he suggested a$200,000 increase because that
would get you the $88,000 or more for the ongoing staff and then some other technology
enhancements that will make the system more efficient that might help with some other
strategies.
The other question Commissioner Helgen has is with ongoing budget squeezes as we
restructure, what would be the cost savings of closing a branch. He personally doesn't want
to close a branch but would like to have those figures in case council is challenged in other
areas and they could think about it now before the levies are set.
Ms. Huggins stated she and her staff would provide Commissioner Helgen with some
figures. We are trying to figure out some creative solutions of how to use the resources we
have, so we will continue to do this and she will be happy to get some information to the
Board and perhaps some suggestions to put out on the table for coming years.
Chair Harris thanked Ms. Huggins for her presentation and stated it was a good start and
there were some issues they all definitely agreed upon and some to discuss, and looks
forward to the process.
