SPECIAL MEETING

SAINT PAUL CHARTER COMMISSION
DATE: Monday,July 8,2002
TIME:4:30 pm.
PLACE:Room 220,City Hall
As requested by a vote of the Charter Commission,a special meeting of the St. Paul
Charter Commission will be held to discuss the various methods proposed by the Mayor to
finance a possible Twins baseball stadium.The meeting will focus on the proposed five
percent food and beverage tax by.city to finance said project,and how that proposal is being
reconciled with the Charter which allows for only a three percent food and beverage tax in
order to finance such projects.

follow.
4. Adjournment
Reminder Commissioners are responsible to contact the Secretary if they will not be able

Rules.

#02-123-335 Daytons Bluff District 4 et. al. -Appeal of LIEP's decision to issue
building permits to Clear Channel Outdoor for five billboards (ten faces) located at
Como and Western, Rice and Sycamore, E. 7`h and Lafayette, and two along the E.
Kellogg bridge. The permit applications were originally submitted to the City in 1998
and 2000 during the billboard moratorium; they were not processed because of the
moratorium and thus were not denied explicitly and in writing within 60 days, as the city
is required to do under state law according to a subsequent district court decision in
another case. The appeal,which claims that the City does not have to permit the new
billboards, was filed jointly by four district councils, the Lowertown Depot developer,
