On Friday, April 27, 2001, the Saint Paul Planning Commission will hold a public hearing on the
Franklin-Emerald Area Plan and consider the adoption of a summary of that plan as an
addendum to the Saint Paul Comprehensive Plan. Comments will also be heard on the Franklin-
Emerald Redevelopnient Plan, which mirrors the recommendations of the area plan. A
redevelopment plan is required by state law for the City's Housing and Redevelopment Authority
to undertake any kind of redevelopment activities in a particular area of the city.
The Franklin-Emerald area(bounded by University Ave., Highway 280, Interstate 94, and
Emerald St.) currently contains a mix of land uses, including office, industrial, and residential
uses. The vision for the area articulated in the plan is to continue the mixed use character of the
area, but improve this gateway into Saint Paul with high quality development that adds jobs,
housing units, or services for the community, and takes advantage of its location along the
University Ave. transit corridor. The Franklin-Emerald Area Plan was developed by a
community-based task force appointed by the St. Anthony Park Community Council.

The Planning Commission recently adopted guidelines whereby plans for geographic portions of
the city, such as this, may be incorporated into the citywide comprehensive plan. Essentially, in
order to keep the city's plan current and easy for people to understand and use, area plans are
appended to the larger plan in summary form. Summaries are prepared by the planning staff of
the Department of Planning and Economic Development and will highlight those
recommendations for which City departments have primary or major responsibility.
The adoption process involves a review by the Planning Commission and City Council to ensure
that the plan is the product of a broadly-based community effort and is consistent with other
adopted plan chapters or City policies. After a public hearing, summaries of those plans found to
be consistent with the Commission's guidelines and the Comprehensive Plan will be
recommended for City Council adoption.

repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.

APPEAL City Council decisions are subject to appeal to the Ramsey County District Court. You
must first file a notice stating the grounds for the appeal with the City Clerk within 20
days after the order adopting the assessment. You must also file the same notice with
the Clerk of District Court within 10 days after filing with the City Clerk.
NOTE: Failure to file the required notices within the times specified shall forever
prohibit an appeal from the assessment.
Section 64.06 of the Saint Paul Administrative Code requires regular assessment
payments to be made even if an assessment is under appeal. If the appeal is successful,
the payments including interest will be refunded.
