CHRONIC PROBLEM PROPERTIES STUDY
RESEARCH DESIGN
I. INTRODUCTION
The boundaries of the City of Saint Paul embrace more than 79,000 residential and commercial
buildings. The vast majority of these buildings are well-maintained and contribute to the beauty and
livability of the City. Unfortunately, a small percentage of these buildings are not operated in accord
with the law and established community standards. Although the number of such buildings is
proportionately small,the negative impact such buildings have on the City is large. The crime and
blight caused by such buildings seriously devalue the entire community and can undermine the social
and economic fabric of City. These potential serious negative consequences require the government to
use its legal authority,personnel and financial resources to ensure conformance with the law.
To this end, the City has developed and uses a wide range of tools designed to achieve compliance.
Principle among these are law enforcement, inspections, zoning enforcement, licensing and financial
assistance programs. A variety of City organizations such as the Citizens Service Office,Police,Fire
and Safety Services, City Attorney, Licensing, Inspections and Environmental Protection, Public
Works, and Planning and Economic Development are responsible for these efforts. These agencies
respond to thousands of violations each year and are successful in achieving compliance in most
cases. A few cases, however, resist all efforts by the City to achieve compliance. It is these
troublesome and vexing buildings that are the focus of this research study.
Buildings and properties that frequently and repeatedly exhibit serious violations that persist for a
long period are'called "chronic problem properties." Chronic problem properties represent a serious
threat to the health,welfare and safety of the citizens of Saint Paul. They threaten the safety of the
occupants and neighbors by creating crime venues and unsanitary conditions. They also threaten the
safety of occupants and neighbors by creating fire hazards, crime venues, trip and fall risks, electrical
and gas hazards and harborage for rodents and insects.
Besides causing problems for the occupants and immediate neighbors,they have serious deleterious
effects on the entire neighborhood. The existence of chronic problem properties reduces property
values, discourages investment, attracts criminal activity and undermines neighborhood stability.
Chronic problem properties also cost the City a great deal of money. The time that City workers spend
attempting to deal with these properties and the cost of lost tax revenues due to the negative effect they
have on property values represent major financial loses to the City.
II. Causality
We believe a key to increasing the City's effectiveness in dealing with chronic problem properties is to
conduct systematic research into the causes of problem chronic problem properties and to evaluate the
effectiveness of current intervention strategies. While there is much"conventional wisdom" about
what causes these problems and how to effectively intervene,no one has used scientific research
methods to isolate causes and evaluate the effectiveness of specific interventions. This study proposes
to address this deficiency. We believe that the application of systematic research methods to this issue
will yield new insights into the causes of chronic problem properties and provide guidance about how
to most effectively deal with each property based on its underlying causality.
