Purpose: MAJOR VARIANCE - Two variances in order to construct a roof over the

coverage is 54%, and the proposed coverage is

PUBLIC HEARING ON
WEST SIDE FLATS DEVELOPMENT STRATEGY
The Saint Paul City Council will hold a public hearing on the West Side Flats Development
Strategy on Wednesday, January 12,2000 at 5:30 p.m. in the 3`d Floor Council Chambers, City
Hall/County Courthouse, 15 W. Kellogg Boulevard. All persons wishing to be heard may
address the Council at this time. Written comments will also be accepted until 4:30 p.m. on
January 11, 2000, should be sent to Lucy Thompson, PED, 1300 City Hall Annex, 25 W. Fourth
Street, Saint Paul, Minnesota, 55102.
BACKGROUND
The West Side Flats Development Strategy is the result of a year-long citizen participation,
planning and urban design process conducted under the auspices of the Saint Paul Riverfront
Corporation. In response to a request for assistance from the West Side Citizens Organization
(WSCO), the Saint Paul Riverfront Corporation hired the architectural/urban design firm Ellerbe
Becket, Inc. to work with representatives from the Saint Paul Department of Planning and
Economic Development, the Saint Paul on the Mississippi Design Center, WSCO, Riverview
Economic Development Association,Neighborhood Development Alliance, Saint Paul Port
Authority and Capital City Partnership to prepare a long-term vision for a 45-acre portion of the
West Side Flats lying between Robert and Wabasha streets, the Mississippi River and Plato
Boulevard. A public visioning workshop, charrette and several community meetings were held
with residents, business owners and affected agencies to receive input on the community's vision
for this portion of the West Side. The Development Strategy is the result of that work. It lays
out a future vision for this part of the riverfront that is more detailed, but consistent with,the
West Side Precinct Plan contained in the Saint Paul on the Mississippi Development Framework.
KEY RECOMMENDATIONS
The West Side Flats Development Strategy establishes a flexible framework for future
development that allows for a variety of uses, both public and private, to occur within the context
of a compact urban village. Key components include:
• New open spaces and pedestrian connections to create linkages to adjacent
uses/neighborhoods and add value to development parcels.
• Visual and physical access to the river.
• Re-establishment of the historic neighborhood street grid to provide
appropriately-scaled development parcels, a streetscape open space network, and
multiple street access points for convenient vehicular circulation.
• Improved streetscapes, building facades and adjoining public uses.
• A mix of uses, with commercial activities on blocks with Robert and Wabasha
street frontages,entertainment uses along the river and residential uses on internal
blocks oriented to a linear open space along the existing rail corridor.

PARKING
You may park at the Civic Center at no cost. If it is an event day requiring payment as you enter,you must have a blue parking
card available to give to the attendant. (Several were distributed at past CIB meetings. If you do not have cards or need
additional cards,you may obtain them from me at the committee meeting.) Please complete the card before you submit it.
You will then be allowed to enter without paying. If it is not an event day,present the completed parking card with your
ticket when you leave the ramp.
ATTENDANCE
Loss of committee membership shall occur as a result of absence without excuse from three(3)consecutive meetings or one-half of
the announced meetings within one(1)year. (Administrative Code Appendix Chapter 14 Item B) All CIB committee members are
expected to attend all scheduled CIB committee meetings. If you determine that you can not attend a committee meeting,for any
reason,you must contact me at 651-266-8549 and inform me that you are unable to attend.
