The overriding theme of the Summit Avenue Plan is the preservation of Summit Avenue's rich, residential heritage. The Ramsey Hill Association believes the Heritage Preservation Commission and its processes have become an important element in minimizing inappropriate architectural intrusions and reviving the residential aspects of lower Summit Avenue. A major recommendation of the Summit Avenue Plan is the creation of a West Summit Heritage Preservation District to cover Summit Avenue from Lexington Avenue to the Mississippi River.
