interest or value;` and
�SA3, Chapter 73 of the Saint Paul Legislative Code gives the Saint Paul
Heritage Preservation Com�ission the responsibility of reco�ending to the
City Council the designation of historic sites and districts; and
fiHSRBA3, the Su�it Avenue Plan states that the Heritage Preservation
Coa�ission and City Council should create a new Sum�it Avenue West Historic
District to include the area one-half block on either side of Su�sit froo the
western boundary of the Historic Hill District (Oxford Street on the south
side and Lexington Parkway on the north) to the river; and
iiHEBgA3, the Sum�it Avenue Plan was drafted by the 3ummit Avenue Planning
Connittee, a co�sittee ,ade up of representatives of neighborhood
organizations and institutions along Su�it Avenue, was adopted by the
Planning Co�ission on May 23, 1986, and was adopted by the Saint Paul City
Council on September 9, 1986, as part of the Saint Paul Co�prehensive Plan;
and
�SA3, a National Register of Historic Places Registration For■ for the
proposed Su�uit Avenue West Historic District has been prepared by a
consultant who seets the Secretary of the Interior's Professional
Qualifications Standards, under contract with the City of Saint Paul; and
kHBBSA3, the proposed district representa an early coosunity planning effort
in Saint Paul to create an exclusive residential area of high quality housing
and is significant because of its value and interest as part of the
develop�ent of the City of Saint Paul; and

WHEREAS, the proposed district is also si�nificant because it embodies
distinguishing characteristics of period revival styles of architecture and
because Summit Avenue is the longest avenue with the largest concentration of
period revival, architect designed houses in the Twin Cities metropolitan
area; and
WHEREA3, the Saint Paul Heritage Preservation Commission has reviewed the
National Register of Historic Places Registration Form for the proposed Su�mit
Avenue West Historic District, has found that the district meets the criteria
for entry in the National Register and recommends appropriate review of the
district for listing on the National Register of Historic Places;
NOW, THBRBFOSE, BE IT BB30LVBD, that the Saint Paul City Council proposes for
nomination for entry in the National Register of Historic Places the Sum�it
Avenue West Historic District, to include both sides of Summit Avenue from
Oxford Street on the south side and Lexington Parkway on the north and
continuing west to Mississippi River Boulevard, legally described as follows
(this description is arranged with the south side of Summit Avenue first from
east to west, then the north side of Summit from east to west):

Dear Ms. Judge:
In 1986, the St. Paul City Council adopted the Summit Avenue Plan as an
amendment to the Comprehensive Plan for the City of St. Paul. The overriding
theme of the Summit Avenue Plan is the preservation of Summit Avenue's rich,
residential heritage.
The Ramsey Hill Association believes the Heritage Preservation Commission
and its processes have become an important element in minimizing
inappropriate architectural intrusions and reviving the residential aspects of
lower Summit Avenue. A major recommendation of the Summit Avenue Plan is
the creation of a West Summit Heritage Preservation District to cover Summit
Avenue from Lexington Avenue to the Mississippi River.
The Board of the Ramsey Hill Ass��satio� unan�r.^.��s!; co�c!�rs
with this proposal and supports any and all City action to establish
this new heritage preservation district.
