OFFICE OF THE MAYOR No: .3-6 59 . • ADMINISTRATIVE ORDER Date: 07 c(3—rI • ADMINISTRATIVE ORDER, WHEREAS, Inspection of the WABASHA STREET BRIDGE over the Mississippi River indicated that scouring of the river bed has occurred at the upstream nose of Pier No. 2 to the same depth as the bottom of the footing and to lesser depths on the north side of the pier, and WHEREAS, It is desired that rip-rap be placed at the pier to prevent further scour, which could result in an unsafe condition of the bridge, and WHEREAS, It is estimated that the costs to carry out said protective measures is $20,000.00, it is hereby DIRECTED, That the Director of Public Works make application to the proper authorities for permits to carry out placement of the rip-rap, and be it FURTHER DIRECTED, That the Purchasing Agent be authorized, without competative bids and advertisement, on an emergency basis, to award a contract for placement (including materials and equipment) of the rip-rap to Twin City Shipyard, Inc. who are presently carrying out similar work at the Robert Street Bridge for the Minnesota Department of Transportation, with costs of said contract to be financed from the Public Works Contingency Fund. REQUESTED: Process Administrative Order for permit application and emergency contract. PURPOSE AND RATIONALE FOR THIS ACTION: Scouring of river bottom at Pier No. 2 is to the extent that piles are exposed at the upstream end. Continued scour could cause damage to the piles and leave the pier in an unstable condition.
