WI�REAS, the Saint Panl Police Department needs anthority to pay for related travel egpenses which
include air fare, lodging, meals, etc., for an Orono Police Department investigator, a non-city employee,
from the Internet Crimes Against Children (ICAC) task force to attend a Basic Data Recovery Course
in Denver, CO from June 17-21, 2002, and
WHEREAS, this training will provide the task force a tool to examine computers used in child
pornography and child exploitation cases, and
WHEREAS, this training is essential for the invesfigator to have a working knowledge in computer
data recovery, and
WHEREAS, the ICAC Task Force has grant funding available for this training, and
WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and exploitation of children ontine, and
WIIEREAS, the public purpose of this training is to train an ICAC task force member in Basic Data
Recovery from computers that is used to investigate child pornography and child exploitation cases, and
BE IT ORDERED, that the proper city officials are hereby ordered to pay for the above mentioned
travel expenses related to this training for one non-city employee, not to exceed $1,800 from account
code 436-34056-025x.

Approval of the attached admivistrative order authorizing funds to send one Intemet Crimes Against Children (ICAC) task force
" participant who is not a city employee, to attend a Basic Data Recovery Course in Denver, CO from June 17-21, 2002.
This course will traiu the attendee on the basics of computer forensics. The examination of computers is an essential sldll for the
investigators assi�ed to work the ICAC task force. The attendee is an investigator with the Orono Police Department, and member of
the ICAC Task Force. Funds will cover the registration, iravel, lodging, and per diem eapenses for one person.

INITIATING PROBLEM ISSUE, OPPORTUNITY (WHO, WHAi, WHEN, WHERE, WHY)
CAC Task Force's mission is to form a multi-jurisdictional operation that invesrigates crunes involving cluld pomography, and
exploitarion of children via the Intemet. Outside agencies participating in the task force are not compensated for their staff s time by the
' task force. This tranung is essential for the invesrigator to have a working laiowledge of computer forensics. This is specialized training
, and there is no local source of similaz training in the azea. The Orono Police Depar(ment has signed a memorandum of understanding
with the police department relating to the ICAC task force. The Federal ICAC grant has funds set asidz to cover this type of training.

Approval of the adinnustrative order will allow the task force to send an ICAC task force participant who is not a city employee to receive
uaiuing on computer forensics. This training will increase the invesfigator's capabilities in the use of the forensic tools we use here and
