I} VilavO As istant Secretary e Sponsor: Commissioner Reiter RESOLUTION NO. 01-9/12-2 Resolution Authorizing Acquisition of Parcel 00 Wanda Street in North End District 6 1 WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, 2 Minnesota ("HRA") has duly adopted and there is now in legal effect a City-Wide 3 Redevelopment Plan for the acquisition and rehabilitation and resale of properties 4 which plan includes properties in District 6; and 5 6 WHEREAS, HRA recognizes the need to take the initiative to convert these vacant lots 7 into safe, decent and affordable housing opportunities; and 8 9 WHEREAS, the City of Saint Paul supports increased volume in the treatment of vacant 10 lots where possible by all developers, including for-profit and nonprofit entities, and with 11 these objectives in mind, the City needs to assist other potential developers of 12 properties and take full advantage of the opportunity to redevelop properties; and 13 14 WHEREAS, HRA has the power to engage in development or redevelopment activities 15 under Chapter 469 of the Minnesota Statutes, Housing and Redevelopment Act, and by 16 authority of said Act engages in activities relating to: 1) housing projects and 17 development; 2) removal or prevention of the spread of conditions of blight or 18 deteriorations; 3) bringing substandard buildings and improvements into compliance 19 with public standards; 4) disposition of land for private development; and 5) improving 20 the tax base and the financial stability of the community; and 21 22 WHEREAS, the HRA engages in the aforementioned activities when redevelopment or 23 development needs cannot be met through reliance solely upon private initiative; and 24 25 WHEREAS, the Housing and Redevelopment Act gives a specific range of powers 26 including the power to acquire land, sell land, engage in planning, employ a variety of 27 financing instruments, and establish land use controls and additionally, it requires that 28 activities be devised according to a plan or program of which the Housing Chapter of 29 the Comprehensive Plan meets this requirement by encouraging development of 30 multifamily low income rental housing; and 31 32 ' WHEREAS, the HRA was notified by the Taxation Department of Ramsey County of 33 the availability of certain parcels of land located in the City of Saint Paul which have 34 been forfeited to the county because of unpaid taxes; and 35 36 WHEREAS, tax-forfeited parcel located at 0 Wanda Street (PIN 19-29-22-24-0017) is a 37 vacant lot and can be combined with adjacent HRA owned vacant property for the 38 development of low income housing; and 39 40 WHEREAS, the HRA may acquire tax forfeited parcel 0 Wanda Street for the price of 41 $17,600.00 purchase price plus additional administration and maintenance fees for a 42 total of approximately $18,236.90; and 43 44 WHEREAS, the acquisition of the property located at 0 Wanda Street in North End 45 District 6 area presents HRA with the opportunity to acquire a vacant contaminated 46 property which is a blighting influence and use an award from the Metropolitan Council 47 for site clean-up to prepare the property for redevelopment as housing. 48 49 NOW, THEREFORE BE IT RESOLVED by the Housing and Redevelopment Authority 50 of the City of Saint Paul, Minnesota, that the public acquisition of the property identified 51 as: 52 53 0 Wanda Street - Lots 19 through 24, Block 19, Gurney Highland Park 54 55 which is a vacant parcel located within North End District 6 which constitutes a 56 blighting influence on the neighborhood, is hereby approved in accordance with the 57 following: 58 59 1. That said acquisition of tax forfeit parcels under the City Wide Redevelopment 60 Plan together with Minnesota Statutes 469.012, Subd. 1, 6 and 7 provides for the 61 acquisition, clearance or rehabilitation of blighting conditions to allow for housing 62 for low/moderate income families together with acquisition, demolition or 63 rehabilitation providing improvements to afford maximum opportunity, consistent 64 with the sound needs of the community as a whole, and providing economic 65 stability for the area. 66 67 2.
