Xcel Energy, District Energy St. 30 Paul, Incorporated, MCI Worldcom, Comcast, formerly A.T. & T. It is my understanding that you were previously briefed in detail on this matter at a July 22, 2002 meeting in St. Paul by Edward Rynne of our Headquarters Realty Asset Management Group. The following is provided for your information, and as substantiation of the USPS's need for a permanent second skyway structure to serve its customers in eastern Minnesota and western Wisconsin. During the mid-1970's the present skyway was constructed over Sibley Street to connect the Main Post Office and Processing & Distribution Facility (MPO and P&DC) with the new dock ("K-Dock") facility. The structure is approximately 20 feet wide and spans a distance of approximately 85 feet. It is used as a pedestrian crossing from the K-Dock to the MPO and P&DC, as well as the only access for mechanical mules, forklifts and tugs. In a one-week period approximately 8,500 containers are pulled from the K-Dock to the MPO and P&DC and back. Currently, an estimated 98% of the mail processed in this facility enters and exits from this dock, making the skyway an inherently integral part of the success of the dock operation. During peak volume periods, the skyway is a constant bottleneck of containers and mechanical equipment queuing up to cross. Since its construction, use of the skyway has only intensified. In addition, several recent engineering studies commissioned by the USPS have confirmed the need for major repairs and renovation. To prevent undue stress on the skyway, its use by tugs, forklifts and mechanical lifts has had to be reduced to alternating one-way traffic, and to only one tug at a time. These movement limitations severely hamper postal operations at peak times causing delays. Because these operations must remain uninterrupted, the repairs that are necessary at this time cannot be accomplished without a second skyway. Quite simply, there are no other viable alternatives. The absence of a second skyway will only perpetuate current operational conditions which, over time, have forced inefficiencies in the handling of dispatches within the service area, The USPS's Initial inclination, for a widening of the existing skyway either to the south or to the north, has upon detailed study proven not to be feasible, given the respective constraints associated with an existing expansion joint and truck clearance requirements.
