The City of Saint Paul hereby petitions to vacate the City's interest in a portion of property formerly used by
The Science Museum of Minnesota described as follows:
All of the property lying above a plane surface at an elevation 103.5 feet,City of Saint Paul
Datum(elevation 0.0 City of Saint Paul Datum equals 694.10 U.S.Coast and Geodetic Mean
Sea Level Datum of 1929) legally described as follows:
The Northeasterly one hundred five and eight hundredths (105.08)feet of Lots one (1),
two(2), three (3), ten (10), eleven (11) and twelve (12), Block five(5),Bazil and
Guerin's Addition to Saint Paul, according to the plat thereof on file and of record in
the office of the Register of Deeds in and for said County and State.
Together with and subject to the rights and obligations of support and access conveyed by that
certain easement agreement dated as of July 1, 1978 between the City of Saint Paul and The
Science Museum of Minnesota.
The City's interest is being vacated to allow the property to be transferred to the Housing and Redevelopment
Authority.

1 WHEREAS,the City of Saint Paul has determined that there is no longer a public purpose for owning
2 and maintaining the Arts & Sciences Center property (formerly occupied by the Science Museum of
3 Minnesota as the "East Building"); and

5 WHEREAS,the City wishes to vacate its property interest in advance of conveying the property to the
6 Housing and Redevelopment Authority (HRA), which in turn will convey the property to a private
7 owner for redevelopment purposes; now, therefore
8
9 BE IT RESOLVED,that, upon the petition of the City of Saint Paul, as documented in Technology and
10 Management Services Department File Number 11-2001,the'public property hereinafter described is
11 hereby vacated and discontinued as public property and,subject to.the herein stated exceptions,the
12 easements within those public properties are hereby released

14 The property to be vacated is described as follows:

16 Lots 1 through 12 inclusiveBlock 6,Bazlle and Guerin's Addition, except those portions taken
17 for street right-of-way. ,

19 This vacation shall be subject to the terms and conditions of Chapter 130, codified March 1, 1981, of the
20 Saint Paul Legislative Code as amended, nd to the following conditions:

22 1. That,upon the acceptance and compliance with the terms of this vacation,the proper City
23 officials be authorized to convey, by quit claim deed, title to the property to the Housing and
24 Redevelopment Authority (HRA), and authorizing the HRA to sell the property.

Arts & Sciences Center property (formerly occupied by the Science Museum of Minnesota as the "East
Building"). The City wishes to vacate its property interest in advance of conveying the property to the
Housing and Redevelopment Authority (HRA).
ADVANTAGES IF APPROVED:
By vacating the City's property interests, the City can proceed with transferring the property to the HRA
for redevelopment.
DISADVANTAGES IF APPROVED:
The City would forfeit the opportunitiy to place city offices, currently in lease space, into a City-owned
facility.
DISADVANTAGES IF NOT APPROVED:
The City would continue to own and maintain a near-vacant facility at a cost in excess of$450,000 per year.
