SUBJECT: Vacation of City surplus right-of-way of alleys and streets
Phalen Village Area- Realife,Inc. (Senior Cooperative Development)
Attached is the Vacation Petition covering Parcels 2, 3a and 4 which covers vacation of City right-of-
way in alleys and streets. The petition includes copies of Deeds of Conveyance of the properties
adjacent to the right-of-way areas instead of an Ownership Report. This was discussed with you because
the conveyances have just occurred and the ownership report would not pick up the recently conveyed
properties. The property adjacent to Parcels 2 and 3a is total owned by Realife,Inc. The property on
either side of the portion of East Geranium Street proposed to be vacated is owned by Realife to the
south and the Housing and Redevelopment Authority to the north.
The development that is occurring the this site has gone through site plan review and this is where the
vacation of the City right-of-way and City Surplus was identified by Public Works to be vacated,that it
was not needed . Since all departments have already received plans for the Realife,Inc. development,I
am including only one copy of the plan for your office, as we discussed.
We will also need to secure an Access Agreement between the City of St. Paul and Realife, Inc. in order
for them to go on the property to undertake clean-up activities related to petroleum contamination, site
preparation(removal of poor soil and replace with clean fill). We are drafting an Access Agreement for
your review.
It is essential that we move both the vacation petition for right-of-way lands and the vacation of City
Surplus property along as quickly as possible. I will make myself available to assist in any way to keep
the vacation process going,you will just have to let me know.
Attached is a copy of the development plans,vacation petition and letter from HRA requesting the City
vacated the City Surplus property. I want to take this opportunity to thank you for all your assistance on
this project now and in the future. Please call me with any questions.

All that certain parcel or parcels of land in the City of Saint Paul, County
of Ramsey, State of Minnesota, more particularly described as:
Parcel 2:
That part of E. Jessamine Avenue described as follows: Commencing at a point on the west line of
Lot 15, Block 3, Kiefer-Park, distant 21.65 feet south of the northwest corner of said Lot 15; thence
southeasterly to a point on the east line of Lot 16, said Block 3, distant 96.86 feet south of the
northeast corner of said Lot 16; thence continuing southeasterly on last described course 32 feet
more or less to the north line of E. Jessamine Avenue and the point of beginning of said property to
be described; thence continuing southeasterly on last described course 65.44 feet; thence
northeasterly 73 feet more or less to a point on the north line of said E. Jessamine Avenue distant
0.20 feet east of the southwest corner of Lot 20, said Block 3; thence westerly along said north line
