William Donovan, Valuation Engineer Date: May 19, 1972 Subject: Petition of William Golla for the vacation of the North and South alley in Block 4 of Wild Rose Addition, AND the East and West alley in said Block 4, lying between the Southerly extended West line of Lot 6 and the Southerly extended East line of Lot 12, Block 4, Wild Rose Addition. Hearing - May 25, 1972 The petitioner seeks the vacation of those portions of the alley in Block 4, Wild Rose Addition shown shaded red on the attached plan. The petition states that because of the terrain in this area, the alley cannot be used and will not be needed and entrance to the abutting lots to this portion of the alley will be from Hazel and Conway Streets. The staff of the St. Paul Planning Board has reviewed this matter and notes that the Comprehensive Plan and the Thoroughfare Plan recommends that Third Street, which is presently a collector street, be deflected down to Conway Street at this point along the slope which exists there. This was proposed because there is no extension of Third Street platted eastward of McKnight Road while the extension of Conway Street into Maplewood is presently developed as an important through street. As the area around the 3M Company complex develops, increased traffic pressure on this route can be anticipated. A traffic movement turning from Third Street onto McKnight for one block and then onto Conway Street will not be acceptable to the County Engineers, as they understand it. Therefore, they urge this shift be located just east of Hazel Street, the only remaining vacant land opportunity. The Department of Public Works reports that the proposed alley to be vacated is unimproved, 18 feet wide and covers a total length of 510.3 feet (9,185 spare feet). The vacation if granted will leave a long dead end alley approx- imately 815 feet in length from Ruth Street to the west. In event this alley is ever improved an outlet must be provided. Therefore, the staff of the Department of Public Works recommends that the vacation be approved subject to the provision that the petitioner dedicates for alley purposes that land de- scribed as follows: The east 18 feet of Lot 12, Block 4, Wild Rose Addition.
