Beck for the vacation of Wakefield Avenue lying between Hazelwood and Barclay Avenues, described as Block 12, Auditor's Subdivision No. 62, St. Paul, Minn. Hearing - April 19, 1972 The petition seeks the vacation of Wakefield Avenue lying south of the south line of Old Hudson Road and east of the east line of the Minnesota Highway Department Right-of-Way for I-94 as shown shaded red on the attached plan. The street measures 60 feet wide by approximately 300 feet in length amount- ing to 18,832 square feet. The petition states that the street is unimproved and the vacation of the street will enable the petitioners to develop the area with three additional double bungalow building sites. The staff of the Saint Paul Planning Board has reviewed this matter and notes that it is presently in the process of revising the Planning Board's Thorough- fare Plan for the City. This study will deal with the proposed interchange of I-94 and Trunk Highway 61 and may suggest a plan which differs from that of the Minnesota Highway Department. There is a possibility that this study may suggest the use of Wakefield Avenue right-of-way. These plans are not very well defined at this time and if adopted, would take effect in the distant future. The State of Minnesota, Department of Highways, has no objection to the vacation of that portion of Wakefield Avenue. Their proposed plans indicate that there is work to be performed in the area as indicated on the attached plan and will be required until work is completed. The Department of Public Works reports that the easterly limits of the proposed vacation be amended to include only that part of Wakefield lying westerly of a line 97 feet west of the easterly line of Lot 1, Block 22, Auditor's Subdivision No. 62, St. Paul, Minn. A slope easement 15 feet wide must also be retained in the easterly and northerly portion of the proposed vacation area along Old Hudson Road. This will provide additional R/W and slopes for the Hazelwood Street and Old Hudson Road intersection. The Department of Public Works staff, therefore, recommends that the proposed vacation be approved, subject to the above named limits and slope easement. 4 Commissioner Rosalie L. Butler Page 2 April 18, 1972 There were no objections to the proposed vacation from other City or public utility agencies concerned. It should be pointed out that there is a possible need for portions of this area for use in connection with the I-94 Right-Of-Way as stated in the report of the Planning staff. This is an apparent long range need. In view of the foregoing reports, I recommend that the vacation be granted subject to the following terms and conditions: 1.
